    Financial strategy to accelerate green growth in Moldova

    The financial strategy to accelerate green growth in Moldova is essential for ensuring sustainable economic development and environmental improvement. This strategy emphasizes the importance of expanding the green finance sector to support the adoption of eco-friendly technologies and practices among Small and Medium Enterprises (SMEs). The paper underscores the significance of leveraging various financing options, such as green bonds, venture capital, and government grants, Moldova can overcome the financial barriers that hinder the green transformation of its economy. Furthermore, the paper discusses the implementation of tax incentives, including accelerated depreciation, tax credits, and reduced corporate tax rates for green investments, can further encourage SMEs to invest in sustainable projects. These measures, combined with improved regulatory frameworks and increased awareness among businesses, will create a conducive environment for green growth. By addressing the financial and regulatory challenges, Moldova can pave the way for a greener and more resilient future.

    Contribuția inovațiilor la creșterea economică și la îmbunătățirea competitivității naționale

    Actualmente, activitatea de inovare a devenit un imperativ extrem de important al politicilor tuturor ţărilor înrolate în edificarea societăţii bazate pe cunoaştere. Fiind catalizatorul creșterii economice, cercetarea și inovarea, se identifică ca generator de soluții pentru depășirea provocărilor de orice gen. În esență, inovarea este încercarea de a crea produse și procese noi sau îmbunătățite. Scopul acestui studiu este de a arăta dovezi empirice privind legătura dintre inovare și transformarea şi dezvoltarea economică. În acest sens, considerăm inovarea ca fiind cea mai importantă componentă a motorului creșterii economice pe termen lung. Studiul nostru ia în considerare o serie de proxy-uri pentru a măsura inovarea, cum ar fi cheltuielile cu C&D, brevetele de invenție sau numărul cercetătorilor, precum și a titlurilor de protecție. Rezultatele cercetării noastre vin să confirme literatura de specialitate existentă potrivit căreia inovarea are o contribuție semnificativă la îmbunătățirea competitivității naționale și creșterea economică iar decalajul dintre economiile țărilor dezvoltate poate fi redus prin investiții în inovare. At present, innovation activity has become an imperative of extreme importance for the policy of all countries involved in edification of the knowledge-based society. Being considered as catalyst for economic growth, research and innovation, it is also recognized to be a generator of solutions to overcome any kind of challenges. In essence, innovation is the attempt to create new or improved products and processes. The aim of this study is to provide empirical evidence regarding the connection between innovation and economic transformation and development. In this regard, we consider innovation to be the most important component of the engine of long-term growth. Our study considers a range of proxies in order to measure innovation, such as R&D spending, patents or number of researchers, as well as titles of protection. The results of our research come to confirm the existing literature according to which innovation has a significant contribution to the improvement of the national competitiveness and economic growth and the gap between the economies of developed countries may be decreased by investing in innovation.

    Research and innovation policy at wartime: case of Ukraine

    The war started by Russia in Ukraine has caused a lot of challenges for economic development. It is hardly imagined without the contribution of research and innovation. Rebuilding R&I became another challenge for Ukrainian policymakers. Thus, the purpose of the paper is to analyse the R&I policy of Ukraine during the war caused by Russia and to develop policy recommendations for the post-war recovery. To achieve it, we used several methods, in particular expert opinion generalization, relevant scientific and policy literature analysis, and statistical analysis. The paper considers three approaches to innovation policy, that Ukraine could choose as a response to the war: produce; buy; repurpose. Currently, Ukraine uses mainly the second one, by buying and receiving modern armament and equipment. Meanwhile, there were some innovative developments in Ukraine, which are not produced in sufficient quantities. After the war, Ukraine couldn’t buy armament due to fiscal constraints. Thus, in the short-run period, the government should reorient efforts using repurpose approach. However, such an approach is not sustainable in the long-run period, when the development of a broader S&T base is required to create a solid base for further repurposing in emergency cases. The war caused massive damage to Ukrainian R&I potential, which by now is not fully measured and quantified. There are two types of damage: physical loss of research and innovation infrastructure (e.g. research facilities, and high-tech enterprises) and «brain drain», which should be at the focus of R&I policymakers. Therefore, a set of policy measures is proposed to address the war-led challenges in R&I.

    Проблемы и перспективы устойчивого и качественного экономического развития субъектов торговой инфраструктуры потребительского рынка Украины

    The issues of sustainable and qualitative development have long been the focus of world economic and political discussions. For Ukraine, it is even more relevant because the country is undergoing contradictory and complex transformational changes in all spheres of activity for a long time. An essential attribute of the socio-economic development of Ukraine is the presence of a number of problems related to the status and trends of the consumer market as a form of manifestation of the economic mechanism through which expresses the interests of production and consumption. And both are within the scope of destabilizing the state as a result of intense folding of domestic production at a low competitiveness, productivity and raw material orientation, and to ensure effective demand of imports and inflation. A key figure in this process stands trading infrastructure entities that throughout the period of formation of market relations in Ukraine demonstrate active development. At the same time, organizational, large and medium-sized enterprises account for 80% of turnover in view of the fact that their number is about 5%. These structural relations are considered to be deformed, because they do not correspond to market conditions the development of entrepreneurship in the sphere of trade, led to the monopolization of the sphere of circulation of commodities and substantial differentiation level of trading service of the population in the settlements of various types. In addition to these, it is possible to diagnose even a number of problems associated with the formation of new type of relations between the subjects of trade-related infrastructure that accompanied its development over the market formation, exacerbated by the global financial and economic crisis and intensified with renewed vigor after the start of the military-political conflict in the country. Their identification and examination will determine the appropriate mechanisms for managing entities trading infrastructure to ensure effective development. The aim of this research is to identify the problems of the subjects of trade infrastructure in order to ensure sustainable and high-quality economic growth. Methods of this research are structurally-logical and semantic analysis (to clarify the terminology of the theory of trade infrastructure of the consumer market), systematic, comprehensive analysis, analytical methods and comparative economic analysis (the analysis of the status and dynamics of development of the subjects of trade infrastructure of the consumer market) and others. Results of this research are identification and systematization of problems, study prospects for sustainable and qualitative economic development of the trading infrastructure of the consumer market.

    Impact and vulnerabilities of climate change in the Republic of Moldova

    Climate change has become a threat to sustainable development for all developing countries, and measures to mitigate and adapt to this phenomenon must become a priority in national policies. Therefore, the Republic of Moldova is directly affected by Climate Change, being more vulnerable to adverse effects. As a result, Climate Change presents a serious danger for the achievement of the Millennium Development Goals, which the Republic of Moldova has assumed. At the same time, Climate Change can generate opportunities for the transformation of the economy, providing greater sustainability and thus paving the way to reducing poverty and achieving the Millennium Development Goals. Excessive consumption of natural resources of the growth generation emissions of greenhouse gases, causing in the last century the warming of the Earth and the disruption, finally, of the global climate system. These problems put the scientific community in front of the dilemma of finding the compromise between economic development and its effects on climate change. Finding this compromise will mean the sustainable development of mankind. Studies show that the impact of global warming is directly proportional to the standard of living of the population, and it affects the inhabitants of poor countries the most, which, in fact, have polluted the least. The problem of Climate Change can only be solved with synergistic efforts of all the states of the world, that is why the Framework Convention of the United Nations Organization on Climate Change (CONUSC) was created. This study was developed within the State Program 20.80009.0807.22 "Development of the mechanism for formation of the circular economy in the Republic of Moldova” funded from the state budget through the National Agency for Research and Development of the Republic of Moldova.

    Direcții de dezvoltare a sectorului de asigurări din Republica Moldova

    The present study aims to analyze the insurance market situation globally and in the Republic of Moldova, with a focus on the trends in the country's insurance sector. The methodology employed involves a detailed investigation of national legislation and the application of international regulatory practices in the insurance field, accompanied by an analysis of the effects reflected in the core indicators of the sector. The empirical analysis is based on data derived from reports and statistics pertaining to the domestic insurance market. The obtained results reveal that the lack of appropriate culture and behavior among customers in the insurance domain represents a major hindrance for the population of the Republic of Moldova in accessing insurance services. This situation is primarily due to the inadequate promotion of insurance products, limited awareness regarding their utility and importance, and a low financial literacy. Additionally, constraints in the domestic insurance market encompass several aspects, such as the absence of efficient financial instruments for placing insurance reserves, underdeveloped market and the lack of a developed capital market, frequent changes in the legal and regulatory framework, low capitalization levels of insurance companies, restrictions on competition in certain sectors, and imperfect legal and organizational support for state insurance upervision. Based on these findings, it is recommended to implement a set of measures to stimulate the development of the insurance sector in the Republic of Moldova. These measures include the implementation of an incentives system that would encourage voluntary and life insurance uptake, promoting life insurance packages that offer savings options as an alternative to pension funds, revising the current model of medical insurance to strengthen the function of healthcare services quality control, developing online sales services as the primary means of marketing, ensuring the reliability and sustainability of the insurance system, improving the corporate governance of insurance companies through increased transparency, and enhancing the regulatory framework to enable the digital development of the insurance sector. The stability and resilience of the insurance sector are essential for the economy, and the implementation of the mentioned measures will contribute to the sustainability of businesses and the well-being of the population, as well as the overall development of the insurance sector.

    Foreign investment plays an important role in the successful development of the national economy. Foreign investment is actively encouraged should be used, held, protected by both the state and entrepreneurs to better development of the national economy. We note that the investment is a complex mechanism that can greatly increase the economic potential of the state. Therefore, the success achieved inthis area, largely will determine the successful implementation of socio-economic reforms and economic development in general.
