    Strengthening post-war solidarity of ukrainians through the social contract updating

    The Summit of the Future 2024 and the World Social Summit 2025, which will be held under the UN auspices, show that the social contracts renewal is among the global agenda priorities. This issue is of great importance for postconflict and war-torn societies, similar to Ukrainian society. Even in pre-war times, a significant deficit of social justice and the entrenchment of destructive institutions such as strong corruption, the shadow economy, precarization, etc., were observed in Ukraine. This led to the social contract erosion, which in the post-war period can accelerate and slow down reconstructive recovery. The relevance of the study is dictated by the need to preserve the high level of Ukrainians solidarity, which was revealed during the Russian-Ukrainian war, and to direct the potential of solidarity to post-war reconstruction. The research purpose is to clarify the framework and instruments of Ukraine's post-war renewal of the social contract and its potential for strengthening the solidarity of society, which should heal the social traumas of the war. Our research involves the use of an interdisciplinary approach, as well as institutional and comparative methodology. The key research results are related, firstly, the reveal the role of society-wide solidarity as a factor of Ukraine's societal resilience during the warfare and its effective post-war reconstruction recovery. Secondly, the substantiation of the main principles for the post-war renewal of the Ukrainian social contract, which is the foundation for strengthening the solidarity of the country's citizens after the end of the war. The article presents the results of the research carried out within the Project “Socio-Economic Challenges and Prospects for Reproducing the Potential for Solidarity of Ukrainian Society during the War and Postwar Development of Ukraine” (state registration No. 0124U003262).

    Changes in the marital behavior of the population in Ukraine during the war

    The Russia-Ukraine war dramatically changes the living conditions of population, as a result of which there are changes in the demographic behavior (marital, reproductive, and migratory). These changes affect both the current demographic situation and future demographic development. The purpose of this study is to determine the changes in the marital behavior in Ukraine which appeared under the influence of the war. In the study were used data from the State Statistics Service of Ukraine (for the period before the full-scale invasion), data from the Ministry of Justice, media publications, expert assessments, and sample survey materials. In the last decades, a gradual modernization of the marital behavior of the population was observed in Ukraine: age at first marriage of both women and men increased, share of early marriages decreased, and various forms of cohabitation became widespread. In Ukraine the divorce rate remained high but gradually decreased. Russia’s war against Ukraine deformed the natural processes of life and development of the Ukrainian population. In the first two years of the fullscale war the increasing number of marriages was caused by growth in cases of official marriage registration by partners who previously delayed or refused to do so. In the extreme conditions of war, couples need the guarantees provided by the state in a registered marriage. At the same time, the number of divorces decreased. The similar trends were observed in 2014–2015, during the period of active military actions in Donbas. Further changes mostly depend on the duration of the war and the security conditions in the country.

    Child and family support policy in Ukraine: implementation and challenges during the war

    The ongoing war in Ukraine negatively impacts the lives of families with children and complicates the implementation of policies to support them. This study examines the state and challenges of family and child support policy during wartime. Despite difficulties, most state benefits, privileges, and services for families with children in Ukraine continue to be provided, largely thanks to international assistance. Key tools of children and family support include the childbirth grant, the "Baby Package" program, the municipal nanny service, payments to families with three or more children, single parents, and families caring for a child with a disability. However, the unchanged amount of benefits over a long period, and consequently their significant decrease in real terms, the reduction in the list of families eligible for benefits, and the cancellation of some benefits (due to the war) lead to the decreased effectiveness of the policy. The war has also caused organizational challenges related to large-scale displacement of families, destruction of service centres and infrastructure in general, a reduction in the number of employees in service institutions, and difficulties in providing services due to lack of electricity, shelling, etc. It necessitates accelerating the digitalization of child and family support services to make the system more flexible. During wartime, the role of public organizations in supporting families has increased. Their assistance is targeted and takes into account the specific needs of territories (particularly front-line areas). However, the lack of coordination between NGOs, 50 irregular assistance, and insufficient scale of coverage for needs reduces the effectiveness of such family support.

    The impact of the world food market on the agricultural sector of Ukraine: risks and prospects

    Ukraine, as a player on the world agricultural market, has a number of competitive advantages, including a high level of self-sufficiency in major food products, growth of agricultural production in the long run, gradual increase in agricultural exports and diversification, growth of the share of value added products. In addition, there are potential threats to food security that need to be taken into account when formulating agricultural foreign trade policy. To ensure the balance and sustainability of the domestic food market, in line with the global trends, it is necessary to take into account the factors that determine the sustainability of the global food market, namely the factors of supply and demand and market conditions. The purpose of the article is to study the development process of the domestic agricultural market of Ukraine, taking into account the influence of the world food market and identify risks and prospects for its development under the impact of external factors. Research methods: general scientific and special, qualitative and quantitative, theoretical (descriptive analysis) and empirical (work with official documentation, study of legislative acts). Formed mainly under the impact of the world food market, the structure of agricultural production poses certain threats to both food and environmental security. Reducing livestock production may increase the country's import dependence, and the dominance of the two main groups of crops leads to soil depletion and a gradual decline in yields. This indicates the need to develop a diversified rational agriculture in the long run.

    Качество жизни внутренне перемещенных лиц в Украине

    Seven years after the appearance of the first internally displaced persons (IDPs) in Ukraine, this category remains among the most vulnerable segments of the population in the country. The issues of employment, housing and the level of financial support are also recognized as the most pressing problems of migrants. The article analyzes the quality of life of IDPs Ukraine based on four indicators: the level of employment of IDPs, the average monthly income of IDPs, sources of income of IDPs, types of housing of IDPs. Data from the National Monitoring System on the Situation of Internally Displaced Persons are used (from March 2016 to March 2021). The author determined that financial self-sufficiency remains one of the main problems of IDPs: there is a low level of employment, a high dependence on state payments in comparison with the general Ukrainian indicator, and the average monthly income level of this category is below the actual subsistence rate. The results of the analysis of the living conditions of IDPs showed some positive changes: an increase in the share of IDPs living in their own homes; inclusion of IDPs in government programs for lending to purchase housing; construction of temporary social housing for IDPs. The main problems remain the limited ability of IDPs to buy their own housing and receive social housing as property.

    Оценка роли метрополисов в формировании межгосударственных миграционных потоков в Украине

    The article is devoted to the assessment of the contribution by cities, which are metropolises, to the formation of flows of external migration (both emigration and immigration) in Ukraine during the period of independence under conditions of limited initial data. The cities of Kyiv, Kharkiv, Odessa, Dnipro and Lviv (until 2014 – also Donetsk) are considered as metropolises of Ukraine. The relevance of the study is due to the significant role of the respective cities as the main centers of gravity for migrants from abroad, on the one hand, and important centers for the formation of departure of Ukrainian citizens for permanent residence in other countries. The purpose of the study is to identify the contribution of metropolitan cities to the formation of the migration situation in Ukraine and, in particular, to the dispersal of irregular migrants across the country. The methods are abstract-logical, systematic approach, expert assessments and also the method of complex use of information from various sources. The dynamics of external migration in Ukraine and the role of metropolises in emigration and immigration have been investigated. It is shown that metropolises make the main contribution to the development of external migration flows associated with a change in place of residence (the so-called "stationary" migration), moreover, in these processes the importance of such cities increases while, at the same time their role in the external labor migration remains relatively small. The estimation of the number and proportion of irregular migrants in Ukraine, concentrated in the metropolises, has been carried out.

    Взаимодействие прошлого, настоящего и будущего в исследованиях международной миграции: пример Украины

    International migration is an important component for the socio-economic development of contemporary Ukraine. Scientists have developed a wide range of approaches to its analysis. Nevertheless, migration studies through the time prism are currently at their initial stage. In terms of temporal concepts, the humanities use ideas about social and economic time which are not similar to its astronomical understanding. Temporal modes of the past, present and future are basic elements in the glossary of social processes temporal analysis. The purpose of this article is to explore the international migration of Ukrainians within the temporal approach, to identify significant relationships between the past, present and future in order to develop an in-depth understanding of migration. This publication uses methods of analysis, synthesis, abstraction, comparison; illustration of the main ideas is based on empirical data collected through sociological and statistical methods. The analysis showed that despite the wide spread of temporal variables in migration their presence is often neglected by both scientists and migrants. Even the action of moving abroad is itself a transformation of present life activity to improve various aspects of the future quality of life. The increased orientation of migrants towards the future (i.e., towards achieving the plans underlying the motivation for employment abroad) often shapes the conditions of stay in the destination countries. Thus, labor migrants from Ukraine who went abroad to maximize income, strictly saving their earnings in destination countries to accumulate funds for remittances home. Migration money are spent to satisfy needs of household members left behind at the present time (i.e., while migrants are abroad), and are also aimed at creating a material basis for maintaining the future quality of life for migrants after they return home.

    Migration and demographic changes in Ukraine before and during the Covid-19 pandemic

    The article presents the results of research into migration and demographic changes taking place in Ukraine before and during the COVID-19 pandemic. The methodology of research consisted of primary and secondary sources of information. Primary data was collected for the April – December 2020 period, using semi-structured interviews by phone and the Internet, with Ukrainian labour migrants working in Italy, Spain, Germany, and Poland. The results of the interviews are coded from I_1 to I_15. Secondary data was collected from data from IOM Ukraine and the Internal Displacement Monitoring Centre (IDMC). The article also looks at factors that affected the demographic crisis in the country, as well as categorizing and analyzing labour migrants abroad before and during the Covid-19 pandemic. The results of the article show that Ukrainian labour migrants continue to search for work abroad due to a difficult political and socio-economic situation at home and migration flows did not stop during the Covid-19 pandemic. The main problem is that, due to the demographic crisis in the country, Ukraine continues to lose people of working age making the threat of demographic collapse more likely. To halt this the Government of Ukraine needs to create effective programs for labour migrants returning home, supporting young and large families. At the same time, the government needs to take measures to encourage an increase in the birth rate in the country.

    Impactul războiului din Ucraina asupra securității alimentare și influența acestuia asupra calității vieții populației Republicii Moldova

    The beginning of 2022 has been shaken by the beginning of the war in Ukraine, which will affect Moldova in the long term. As a neighbouring country dependent on access routes with other states, namely through the territory of this country, it is feeling the negative impact of this war enormously and is strongly facing impediments to trade. This scourge will also generate profound changes in the design of security relations in the region and even globally, which may generate a food crisis due to the disruption of food exports, but will also create major humanitarian and social crises. The aim of the research is to analyse the impact of this war on the country's population and food security, highlighting vital needs and how to respond to new challenges and changes in the social and economic sphere. The research was carried out based on data provided by the National Bureau of Statistics using analytical, synthetic, tabular and graphical methods. Based on the research it was found that the impact of the crisis caused by this war is a threat to the national economy and the standard of living of citizens. However, these obstacles, force the development of the agro-industrial sector and its increased adaptation to the situation created and provides primarily for the development of infrastructure for production, post-harvesting and processing, which is in the early stages of development and has been influenced by the presence of cheaper raw materials from Ukraine.

    Ukrainian food security: war risks and post-war opportunities

    Throughout the period of independence, the agricultural sector of Ukraine provided a sufficiently high level of food security. Military actions on the territory of Ukraine have critically affected the state of food security in Ukraine and rest of the world. It has posed a number of challenges to Ukrainian agricultural sector. In this context, it is necessary to identify the main risks and assess the provision of the main types of agri-food products in the conditions of hostilities and to establish directions and prospects for further sustainable development of the agricultural sector. The aim of the article is to assess the impact of the war on food security in Ukraine and the post-war prospects of the agricultural sector in compliance with the principles of sustainable development. Research methods: general scientific and special, qualitative and quantitative, theoretical and empirical, balance method. The results. The prioritized goals set during the war and the post-war period (in short run) are to ensure food security, employment in the agri-food sector and income of a significant share of population dependent on this sector. The population should be provided with food in sufficient quantities and nomenclature, while the food surplus should be exported, taking into account the current logistics capabilities. However, the post-war development of Ukrainian agricultural sector in the long run should take place in accordance with the concept of sustainable resource-conserving agriculture, which meets the goals of conservation and reproduction of natural resources.
