Abstract
The implementation of a project with European financing shall be done in good conditions only if the staff involved would perform positively in the risk management that the project would face during its progress. The performance during the risk
management process is given by the quality of the managers and the staff involved and their capacity to identify and classify the potential risks, given the exactness used to analyze and classify the identified risks and not lastly to know how to act and reduce
their impact. Risks have to be identified regularly. It has to consider both internal and external risks. Internal risks are risks that the managerial team is able to control or influence, while external risks are not controlled by it. An organization not taking into
consideration the risks will not be able to implement the project under the preset conditions and terms. It would be much better to perform a judicious analysis and allocate the risks of the involved parties depending on their behavior towards risk. In
this respect, the general rule for allocating the risk is to allocate the risk to the party that is able to bear and control it the best.
