Item Retrospectiva dezvoltării întreprinderilor mici și mijlocii în Republica Moldova(Artifex, 2022) Tomsa, AureliaSmall and Medium-sized business exists as independent sector of the market economy, providing for the basic needs of the national economy. SMEs is the strategic resource for sustainable socio-economic development of society, which ensures its high level and improves the quality of life of the population. The article examines the development trends of small and medium-sized enterprises in the Republic of Moldova in 2015–2021. The problems of the development of SMEs at the regional and national levels are revealed. An important difference from similar works on this topic is an attempt to prove that throughout the formation of SMEs, it has the same systemic problems. In conclusion, the article proposes measures to develop and support small and medium-sized enterprises.Item Inovațiile deschise în contextul dezvoltării ecosistemului antreprenorial(Artifex, 2021) Maier, LidiaThe crisis, caused by the COVID-19 pandemic, has created major problems for the economy and society, its impact being felt very deeply at the level of small and medium enterprises. In order to overcome these problems, survive and remain competitive, SMEs need to develop innovative thinking, to combine efforts and resources to ensure the continuous financing of innovation, to create partnerships and to interact with various actors in the ecosystem in which they operate. So the crisis, being unprecedented and unintentionally, has created a challenging environment for businesses to invest in innovation as a response to the crisis. In the current situation, companies agree to work with anyone, including their competitors, to explore immediate and practical solutions to the problems caused by COVID-19. This paper provides an overview of what open innovation is and in what consists the rationale and effectiveness of open innovation, including in overcoming the crisis. Attempts have also been made to analyze some statistics and the country's position in the international rankings in order to understand the extent to which Moldovan companies adopt possible open innovation principles and use external sources in the innovation process to improve their innovation performance.Item Inovarea – cea mai mare provocare pentru IMM-urile din Republica Moldova(Artifex, 2020) Maier, LidiaIn order to remain competitive and continue to grow, small and medium-sized enterprises must learn to adapt more quickly to change, to intensify their innovation activity, innovation being the biggest challenge for them. In this paper, the author analyzed the innovation activity of SMEs based on existing statistical data for the years 2017-2018, as well compared to the period 2015-2016. As a result, it was found that the innovation activity of SMEs in the Republic of Moldova remains more than modest. Compared to the previous period 2015-2016, the number of innovative SMEs has decreased significantly. In this context, it is necessary to adopt a more strategic approach of innovation, in all its aspects, to remove obstacles, to set incentives for SMEs innovation activities, which would ultimately help to create an innovation-friendly environment and would contribute to the significant improvement of the results generated by innovation.Item Analysis and barriers to the SMEs development in the Republic of Moldova(2016) Aculai, ElenaThe sector of small and medium-sized enterprises (SMEs) has a significant impact on major economic and social processes in the Republic of Moldova. The main elements of the contribution made by SMEs in the economic development of the country, in particular: their impact on the structure of the economy, employment, value creation, investment attraction are calculated and analyzed in this article, based on statistical data. In addition, the main barriers faced by Moldovan enterprises in recent years were identified based on the results of interviews conducted with the participation of the author. Analysis of the main elements of contribution, along with the identification of the main barriers faced by businesses allows more rationale to develop and implement the policy of entrepreneurship development in the country.Item Tendinţe de dezvoltare a unităţilor economice din sfera micului bussines(2015) Morozniuc, Ion; Iatisin, TatianaThe value of the indicator of the SME share in GDP varies significantly in different countries. In the EU, the SME sector generates 58.4% of GDP and in the US – 43.4%. If in the Western countries, the middle class (usually owners of SMEs) is considered the locomotive of an efficient economy, then in the Republic of Moldova this category is the least protected and supported by the state. Strengthening of the SME sector, which would be the surest way to achieve the goal of establishing a middle class remains at the theoretical level, despite many launched projects and strategies.Item Tendinţele de bază ale dezvoltării sectorului IMM-urilor în Republica Moldova prin prisma activităţilor economice(USEM, 2015) Novac, Alexandra; Ghitiu, LiliaSectorul IMM-urilor din Republica Moldova contribuie multilateral la dezvoltarea economică a ţării. Principalele avantaje ale întreprinderilor mici şi mijlocii au fost investigate pe deplin şi confirmate de practica activităţilor economice a ţărilor cu economie de piaţă şi constau în următoarele: un nivel înalt de flexibilitate, iniţiativă, dinamism; susceptibilitate înaltă la tehnologii noi şi originale, inovaţii; lipsa birocraţiei şi a formalismului în organizarea activităţii întreprinderii; o capacitate mai mare pentru a asigura diversificarea produselor şi serviciilor, în conformitate cu cererea; produsele IMM-urilor, într-o măsură mai mare, corespund tendinţelor moderne de individualizare a cererii. Dat fiind faptul, că structura sectorului economic de afaceri din Republica Moldova este bazată preponderent pe IMMuri, rolul acestuia în dezvoltarea sectoarelor economice necesită o atenţie deosebită. În lucrare au fost identificate tendinţele de bază în dezvoltarea IMM-urilor în a.2008-2014, inclusiv analizată dezvoltarea sectorului IMM din punctul de vedere al dimensiunii întreprinderilor (micro, mici şi mijlocii) şi sectoarelor economice.Item Obstacles and Opportunities for Development of Family Businesses: Experiences from Moldova(SPRINGER International Publishing, 2015) Aculai, Elena; Vinogradova, Natalia; Veverita, ValentinaThe chapter examines the processes of formation and development of small family enterprises, as in Moldova, the family business is created and developed mainly as micro and small enterprises. Since the activity of family businesses is not legally regulated and is not considered by the statistics in the Republic of Moldova, primarily the results of surveys and interviews with entrepreneurs, conducted by the authors during the realization of international projects and studies carried out in the National Institute for Economic Research of the Academy of Sciences of Moldova in the period 2001–2013 served the basis for writing this material. The chapter describes the barriers for family businesses, conditioned by their access to certain types of resources and other limiting factors from the external environment. Simultaneously, additional opportunities of the family SMEs are observed, arising through cooperation of the efforts and resources of family members, which allows increasing the assets of family businesses and partly compensating the shortcomings of the activity of business support institutes.Item Politica de susținere a antreprenorilor din categoriile de persoane defavorizate și subreprezentate în activitatea de antreprenoriat: experiența UE și acceptabilitatea ei pentru Republica Moldova(INCE, 2020) Novac, AlexandraActualmente, subiectul susținerii antreprenoriatului în rândul categoriilor de persoane defavorizate și subreprezentate în activitatea de antreprenoriat capătă un rol tot mai important în cadrul discuțiilor publice și acțiunilor practice ale politicilor multor state europene, precum și la nivelul Uniunii Europene. Obiectivul acestui articol este determinarea principalelor mecanisme şi măsuri de susţinere a antreprenorilor din categoriile sus-menționate în statele UE, care au fost puse în aplicare sau care se intenționează de a fi implementate, și identificarea unor propuneri privind posibilitățile de utilizare a experienței analizate în Republica Moldova. În procesul efectuării investigațiilor au fost utilizate următoarele metode şi tehnici: cercetarea de birou, analiza critică şi generalizarea literaturii de specialitate, a materialelor analitice; analiza comparativă. Rezultatele cercetării s-au concretizat în identificarea unor propuneri privind posibilitățile de utilizare a experienței străine de sprijinire a antreprenoriatului persoanelor din categoriile subreprezentate în activitatea de antreprenoriat și defavorizate în Republica Moldova.Item Special needs of entrepreneurs with disabilities in the condition of the Republic of Moldova(INCE, 2020) Aculai, Elena; Saghin, LiliaPeople with disabilities experience significant difficulties in the process of finding a job, which is caused not only by their health status, difficulty in getting education, but also by the reluctance of entrepreneurs to hire disabled people. In this situation, people with disabilities, who can provide self-employment or create their own business, get an additional chance to have a constant source of income, develop themselves and, in general, integrate more successfully into social life. The aim of the research was to identify the basic needs of support of entrepreneurs with disabilities; for this purpose, in 2017, a survey of 75 individuals was conducted. The results of the survey implemented within the project of the National Institute for Economic Research (NIER) showed that for people with disabilities (unlike other groups of small entrepreneurs) is not enough to create a favorable business environment. No less important is the improvement of general living conditions of persons with disabilities, especially the improvement of their access to social infrastructure, education and the labor market. The main directions of the state support of people with disabilities aimed at the business development and self-employment, are proposed to be following: improvement of legislation on supporting social entrepreneurship to increase the ability of persons with disabilities to be employed; improvement of access to education for people with disabilities through building and modernization of social infrastructure objects; use of direct economic and financial forms of support for this group of people, including through state target programs; support for the establishment of business associations uniting entrepreneurs with disabilities, etc.Item A doua șansă pentru antreprenori: experiența Uniunii Europene și lecții pentru Republica Moldova(INCE, 2019) Novac, AlexandraActualmente, subiectul susținerii antreprenorilor care au dat faliment și pot beneficia de o a doua șansă se află tot mai mult pe agenda discuțiilor publice și în documentele de politici, mai ales la nivelul statelor Uniunii Europene. Obiectivul acestui articol este de a identifica bunele practici privind îmbunătăţirea posibilităţilor pentru antreprenorii, care se confruntă cu dificultăți financiare, se află în stare de insolvabilitate sau au dat faliment, de a beneficia în mod rapid de o a doua şansă întâlnite în statele europene și la nivelul UE și a distinge lecții utile privind posibilitățile de utilizare a experienței analizate în Republica Moldova. În procesul cercetării au fost utilizate următoarele metode și tehnici: cercetarea de birou, analiza critică şi generalizarea literaturii de specialitate, materialelor analitice; analiza comparativă. Rezultatele cercetării s-au concretizat în identificarea unor propuneri privind posibilităţile de utilizare a experienţei străine de susținere a antreprenorilor din categoria analizată în Republica Moldova1.
