Item Special needs of entrepreneurs with disabilities in the condition of the Republic of Moldova(INCE, 2020) Aculai, Elena; Saghin, LiliaPeople with disabilities experience significant difficulties in the process of finding a job, which is caused not only by their health status, difficulty in getting education, but also by the reluctance of entrepreneurs to hire disabled people. In this situation, people with disabilities, who can provide self-employment or create their own business, get an additional chance to have a constant source of income, develop themselves and, in general, integrate more successfully into social life. The aim of the research was to identify the basic needs of support of entrepreneurs with disabilities; for this purpose, in 2017, a survey of 75 individuals was conducted. The results of the survey implemented within the project of the National Institute for Economic Research (NIER) showed that for people with disabilities (unlike other groups of small entrepreneurs) is not enough to create a favorable business environment. No less important is the improvement of general living conditions of persons with disabilities, especially the improvement of their access to social infrastructure, education and the labor market. The main directions of the state support of people with disabilities aimed at the business development and self-employment, are proposed to be following: improvement of legislation on supporting social entrepreneurship to increase the ability of persons with disabilities to be employed; improvement of access to education for people with disabilities through building and modernization of social infrastructure objects; use of direct economic and financial forms of support for this group of people, including through state target programs; support for the establishment of business associations uniting entrepreneurs with disabilities, etc.Item State policy on cluster development in the Republic of Moldova: opportunities and obstacles(2015) Novac, Alexandra; Aculai, ElenaEntrepreneurs, researchers, and the government of Moldova have only recently turned their attention to the problems of creating clusters. Clusters are a relatively new phenomenon in the Moldovan economy. By cooperating, sharing existing resources and conducting joint activities, clusters have contributed a great deal to enterprise development in the country. The cumulative positive effects of clusters enable small and medium enterprises (SMEs) to overcome some of their problems as well as increase their innovative activity and competitiveness. This paper analyzes the development of the SME sector in the Republic of Moldova, and provides a quantitative assessment of SME s’ contribution and potential. State policy on cluster development in Moldova will be explored, and the factors contributing to the risks and barriers of cluster creation in Moldovan cluster development policy will also be examined. This study compiles analyses of statistical data and international rankings, and the authors’ previous survey results with entrepreneurs.Item Involvement in business of young graduates of vocational education and training institutions: the case of the Republic of Moldova(INCE, 2019) Aculai, Elena; Deliu, NataliaYoung people from the Republic of Moldova, who intend to initiate or to develop their business are one of the targeted support groups within the framework of the state policy. This article analyzes various aspects of engaging young people in entrepreneurial activity: a brief assessment of statistical indicators is given; support measures for young entrepreneurs, implemented by the Moldovan government and proposed by international/foreign organizations are outlined; features of young entrepreneurs and self-employed are revealed. The emphasis is placed on young graduates of Vocational Education and Training (VET) institutions. The main results and conclusions are largely based on a survey applied on graduates of vocational education and training institutions who have already set up their own business or are self-employed. The survey has been implemented during 2016-2017 with the active participation of the authors. The results of the study showed that young people are interested in entrepreneurship and that learning the basics of entrepreneurship has a significant motivating influence on the initiation of their business and self-employment. Often, the businesses of the young people are unregistered and they are combined with employment. Only one third of the respondents know about organizations that can provide them various forms of support. One of the conclusions of the study presents that positive changes can be achieved much faster by combining the efforts of different stakeholders, in this case –the government, educational institutions, non-profit organizations and external donors.Item Principalii factori determinanţi ai mediului de afaceri în Republica Moldova(Centrul Editorial-Poligrafic al USM, 2014) Aculai, Elena; Veverita, Valentina; Vinogradova, NataliaÎn articol sunt examinate principiile de bază ale abordării, elaborate de autori, faţă de evaluarea mediului de afaceri, cu accent pe principalii factori care determină schimbarea acestuia. Succint sunt examinate rezultatele evaluării mediului de afaceri în Republica Moldova, obţinute în baza chestionării antreprenorilor. Sunt identificate tendinţele schimbării principalilor factori în perioada anilor 2011-2013.Item Dezvoltarea educaţiei antreprenoriale a tinerilor în cadrul instituţiilor de învăţământ profesional tehnic secundar din Republica Moldova(INCE, 2018) Aculai, Elena; Novac, Alexandra; Deliu, NataliaЕducaţiа antreprenorială este una din direcţiile moderne şi promiţătoare de dezvoltare a sistemului educaţional în ţările europene, inclusiv şi în Republica Moldova. Formarea aptitudinilor antreprenoriale extinde oportunităţile pentru studenţi, în special pentru tineri, în desfăşurarea unei activităţi independente sau crearea propriei micro-afaceri, astfel îmbunătăţind bunăstarea lor, autorealizarea şi calitatea vieţii lor. În cadrul materialului prezentat se analizează procesul de formare antreprenorială în cadrul sistemului de învăţământ profesional tehnic secundar, care se dezvoltă activ în Republica Moldova începând cu anul 2012. În special, sunt evaluate principalele documente de reglementare, juridice şi metodologice, care au stat la baza introducerii cursului de educaţie antreprenorială; este prezentată contribuţia instituţiilor care au asigurat acest proces; a fost analizată prima experienţă de constituire a afacerii şi asigurarea unei activităţi independente pentru absolvenţii instituțiilor de învățământ profesional tehnic secundar. Ca bază a rezultatelor şi concluziilor a servit sondajul absolvenţilor instituţiilor de învăţământ profesional tehnic secundar, care au studiat cursul de educare antreprenorială. Studiul a fost implementat în anii 2016-2017 cu participarea activă a autorilor.Item Programele de stat de susţinere a IMM-urilor în Republica Moldova : 20 de ani de dezvoltare(IEFS, 2012) Aculai, Elena; Vinogradova, Natalia; Maier, LidiaArticolul prezintă o scurtă analiză a dezvoltării programelor de stat de susţinere a întreprinderilor mici şi mijlocii, adoptate şi realizate în Republica Moldova de la începutul anilor ’90; identifică principalele tendinţe, avantajele şi restricţiile în utilizarea metodei de susţinere prin programe a întreprinderilor mici şi mijlocii în ţară.Item Tendintele de baza in dezvoltarea IMM-urilor in Republica Moldova: rezultatele obtinute si resursele utilizate(Complexul Editorial, INCE, 2014) Aculai, Elena; Novac, Alexandra; Vinogradova, Natalia; Maier, LidiaIn lucrare sunt calculati si analizati indicatorii de baza care caracterizeaza rezultatele si resursele sectorului IMM in anul 2012, precum si evolutia rezultatelor, incepand cu anul 2006. In special, аu fost calculate si evaluate principalele elemente ale contributiei, pe care o au IMM-urile in dezvoltarea economica a tarii: impactul asupra structurii economiei; asigurarea ocuparii fortei de munca; fabricarea bunurilor, crearea de valoare; generarea de venituri. In afara de aceasta, pentru prima oara dupa anul 2006 au fost calculati si analizati indicatorii activelor IMM-urilor, care reflecta potentialul lor.
