Soluții pentru riscurile ce intervin în procesul de trecere la societatea cunoașterii: analiza opiniei experților

Abstract

In the paper are examined solutions to counter / mitigate the major risk affecting the development of information society in Moldova. As basic informationserved opinions expressed by experts in the Delphi survey "Risks analysis affecting the development of Information Society in Moldova". By means of Affinity Diagram views were organized, structured and synthesized, resulting solutions for each risk: risk of maintaining RDI and HE in a survival mode, in conditions of the underfunding and incoordination between them; risk of brain drain persistence; risk of widening knowledge gap between Moldova and EU countries and within the Republic of Moldova, between the capital and provinces; risk of inadequate protection and underspending of own research results and innovation; risk of insufficient fructification of existing opportunities for participation in FP7. The study indicates that measures to counter / mitigate risks should be based on continued efforts to integrate in the European Research Area; creating a R&D environment based on meritocracy; meeting the commitments for increasing public funding to 1% of GDP, orientation of R&D towards economic and social needs of the country and attracting entrepreneurship in the production of knowledge.
