Abstract
The author deals with innovation as a global process and at the same time, it is described as a structural complex system, at national and international level. In this paper, the author suggests to analyze the conditions and preconditions, for the national economy potential. Also, there are described the main and basic trends of the world economic system for a long period of time. There are presented specific features of the innovation systems of the USA and European countries, so are described the tenders of strategies of member states of the EU for the innovative development of them.
