Conducted in this article an analysis of world practice in the field of development and implementation of cluster strategies can make a number of important general conclusions: the use of the cluster approach is a logical step in the development of the economy and its global distribution can be considered as the main features of all advanced economies; the specifics of the cluster is to provide organizations belonging to it a synergistic effect, which is expressed in increasing the competitiveness of the entire system compared with separate business entities; the hallmark of a cluster is its innovative orientation; conducting cluster policy is based on the organization of interaction between state authorities and local government, business, scientific and educational institutions to coordinate efforts to improve the innovation of production and services; competitive clusters often have developed ties with similar clusters in other regions and countries.
