Aspecte ale procesului de susținere a IMM-urilor aflate în dificultate din Republica Moldova prin prisma proiectelor externe

Abstract
În ţările dezvoltate ale lumii o atenţie deosebită, de rând cu susţinerea sferei de activitate a întreprinderilor mici şi mijlocii, le este acordată şi categoriilor de antreprenori care dintr-o cauză, sau alata, se află în careva dificultăți sau chiar în prag de dezvoltare. Această categorie de IMM-uri este una extrem de importantă, dar care necesită eforturi materiale şi imateriale din partea guvernării. În acelaşi timp, această categorie de IMM- uri în ţările slab dezvoltate, sau cu o economie vulnerabilă şi instabilă, sunt rebutate sau nu li se acordă o suficientă atenție şi efort pentru a le reabilita. Republica Moldova, la rândul său, nu abordează această problemă la nivelul necesar, din care cauză IMM-le aflate în situaţii dificile văd unul din puţinele refugii accesarea şi obţinerea granturilor prin programele şi proiectele externe. În acelaşi timp, practic nu există proiecte internaţionale ale donatorilor externi care ar stipula în criteriile sale de eligibilitate acest tip de IMM-uri, din care cauză se merge pe ideea, ceea ce nu este interzis - este admis şi eligibil. Dar acest subiect rămâne unul extreme de sensibil şi de nedezvoltat, fapt care necesită o implicare intensă şi sistemică al statutului, întru oferirea IMM-lor aflate în dificultate, o a doua şansă, cum se procedează în ţările dezvoltate cum ar fi: Ungaria, Olanda, Elveţia ş.a.
In the most of developed countries of the world, a particular attention is being paid to supporting small businesses and small and medium-sized enterprises, as well as the categories of entrepreneurs who, due to any or other factors, are in some difficulty or even up to the bankruptcy. This category of SMEs is extremely important, but requires financial and immaterial efforts from the government. At the same time, this category of SMEs in poorly developed countries, or with a vulnerable and unstable economy, are condemned to extinction and is not given enough attention and effort in order to rehabilitate them. The Republic of Moldova is not an exception and it does not pay to this problem a necessary attention that is why SMEs in difficult situations find their refuge in accessing and obtaining grants through external programs and projects. At the same time, in fact there are no any international projects of external donors that would stipulate in their eligibility criteria this kind of SMEs, that is why such kind of SMEs is guided by the idea: which is not prohibited - it is allowed and eligible. But this subject remains as an extremely sensitive and underdeveloped, which requires an intense and systemic involvement of the state structures, in order to provide SMEs which are in difficulty, to give them a second chance, as is done in developed countries such as Hungary, the Netherlands, Switzerland and others.
