Abstract
Russia, as well as advanced foreign countries, develops innovative ways. The
article deals with the economic foundations of stimulation of innovative activity on the basis of higher
educational institutions: actual problems and the legislation in the field of stimulation of innovative
activity on the basis of the universities, as well as issues of theory and practice of organizing the objects
of infrastructure support for small innovative companies with the universities.
The author has analyzed the positive experience of Belgorod State Technological University of
V.G.Shuhova (Russia, Belgorod) in formation at their base innovation belt, which provides for
stimulation of innovative activity and technology transfer of small innovative enterprises, established with
participation of the university and its students, graduate students, doctoral candidates and researchers.
