Abstract

In the article, the authors consider the importance of information and communication technologies. Digital transformation will fundamentally change the entire global society and the way of life in which we live. Along with the digital transformation, all areas of everyday life have undergone changes, which has led to radical changes in the customs, values, work habits and lifestyles of people. Thus, economic opportunities in Azerbaijan create potential opportunities for building a digital economy. However, in order to build a digital economy in Azerbaijan, it is necessary to overcome the digital divide between villages and cities. Based on this, the concepts of "Smart City" and "Smart Village" were developed to restore infrastructure, ensure a high level of management and communication technologies, and apply innovative technological innovations in the territories liberated from occupation.
