Abstract
The concept of organizational resilience has experienced a significant expansion in the international literature, becoming an essential tool for analysis in contexts characterized by uncertainty and volatility. The study starts from a critical analysis of the fundamental dimensions of resilience such as: absorptive, adaptive and transformative capacities and argues for the need to measure them through concrete indicators. The main international methodological contributions are reviewed (RIMA-II, Sendai Framework, OECD Resilience Systems Analysis), highlighting both their usefulness and their limits in relation to the specifics of organizations. The article proposes an integrated matrix of resilience indicators, differentiating between general indicators (institutional, economic, social) and specific indicators (access to health, community participation, risk education). The emphasis is placed on the practical relevance of measuring resilience for sustainable development and on substantiating strategic decisions in public and private organizations. The added value of participatory approaches and disaggregated data in evaluation processes is emphasized. The paper includes a description of methodological challenges, such as indicator selection, data collection, and adaptability to change. These are discussed alongside solutions offered by recent literature. The article provides a systemic and applied view on how resilience can be effectively measured, monitored, and strengthened. Finally, the research argues that integrating resilience into decision-making processes is an essential condition for the survival and adaptability of organizations in the 21st century.
