(University of Agricultural Sciences and Veterinary Medicine, Bucharest, 2019) Ignat, Anatolie; Lucasenco, Eugenia
The paper aims to analyze the evolution of the dairy sector of the Republic of Moldova, by presenting the latest trends in the sector and a wide analysis of the sector since 1990. Research has been carried out based on statistical data provided by the National Bureau of Statistics of the Republic of Moldova and data accessed from UN Comtrade database. The main analyzed indicators refer to number of dairy cows, milk production, imports and exports of dairy products. Therefore, the number of milking cows has diminished by about 3.6 times between 1990 and 2017, milk production declined by 3.4 times from 1,503 to 443 thousand tons in the same period, while the productivity, after a period of decline in 1990-1995, has stabilized between 1996 and 2004 and has started to rise since 2005. At the same time, the balance of foreign trade in dairy products is deeply negative for all categories of dairy products. Conclusions of the paper present a difficult situation in the dairy sector, with potential prospects of recovery as a result of paying a special attention to this sector by the governmental institutions.

Dinamica specializării comerţului exterior al Republicii Moldova
(IEFS, 2011) Stratan, Alexandru; Clipa, Victoria

Risks to the agri-food sector of Republic of Moldova associated with restrictions imposed by Russian Federation on Moldovan imports
(2015) Stratan, Alexandru; Fala, Alexandru; Clipa, Victoria
After Republic of Moldova has declared its firm decision to sign the Association Agreement with the European Union, Russia has tightened Moldovan products’ access on its market. It has imposed a series of bans on Moldovan agri-food imports starting with the end of last year – wines (September 2013), pork meat (April 2014), fresh and canned fruits and vegetables (July 2014), all kinds of meat (October 2014). On July 31, a resolution on the introduction of import duties in respect of imported products whose country of origin is the Republic of Moldova, especially beef, pork, chicken, vegetables, some fruits, cereals, sugar, wine grapes, alcohol, and furniture has been adopted. This situation increases tension among domestic farmers and food producers and sparks concerns among decision makers, due to the high concentration of some of these products on the Russian market. The present paper aims to offer: an alternative vision on the effects these measures may have on different segments of the Moldovan agri-food sector; some attempts to estimate losses in revenue from exports in the most exposed to risk sectors. Some recommendations of measure to overcome the possible negative effects have been formulated. Despite the existence of trade preferential regime between CIS countries since the early 90s of the past century, nontariff barriers remain to be a major impediment to trade among them. Particularly severe are trade embargoes applied by Russia Federation. Although, the experience showed that some of these measures have strong negative impact, other effects appear to be sometimes overstated. This does motivate Russian authorities to use them as a leverage to solve non-economic disagreements, maintaining the dependence of the country and hindering its initiative to promote proper policies to develop its national competitiveness.

Remittances contribution to sustainable economic Development: Case of Republic Moldova
(,,VICTOR SLĂVESCU” CENTRE FOR FINANCIAL AND MONETARY RESEARCH, 2014) Stratan, Alexandru
Despite the magnitude and in, some cases, the major role remittances do have in many economies all over the world, the monitoring and estimation of these flows, as well their impact on home economies pose a lot of challenges for specialists in this area. We found that, concerning Republic of Moldova, no data exists on the real volume of the money transfers made by Moldovan emigrants to the country. All data rely on indirect measures produced by local and international institutions and think tanks that can be used to make an approximation of the volume of these flows, their structural characteristics and spillovers on country’s social and economic development. The main sources in this context are: the Balance of Payments elaborated by the National Bank of Moldova that is considered the most relevant source to make an estimation of remittances’ volume; the Household Budget Survey carried out by the National Bureau of Statistics (NBS) that presents data on remittances share on resident households income.

(University of Agronomic Sciences and Veterinary Medicine of Bucharest - Faculty of Management, Economic Engineering in Agriculture and Rural Development, 2014) Stratan, Alexandru
The paper aims at the assessment of the main effects of signing the Association Agreement on the Moldovan agricultural sector, while examining its reaction, if the Republic of Moldova would have opted for its integration in the Customs Union - Russian Federation, Belarus, and Kazakhstan. During the period 2010-2013, Republic of Moldova launched a number of trade policy development initiatives in order to ensure a more facilitating legal framework for the economic and trade relations with the key external partners. An agreement on the establishment of a free trade area in the CIS was signed in this period. Similarly, Republic of Moldova started negotiating the Association Agreement with the European Union, which was signed in June this year and has as component part the Deep and Comprehensive Free Trade Agreement (DCFTA). The paper reveals that the signing of the Association Agreement with the EU could serve as instrument to stimulate the agricultural sector, but the DCFTA establishment will present some challenges, which are to be properly addressed, in order to exclude their turning into risks.
