    Development of the agri-food sector in the Republic of Moldova

    The agri-food sector of the Republic of Moldova has undergone significant changes in the past decades. In the context of Moldova's European aspirations, the modernization of the agri-food sector must comply with European patterns and trends that will allow the agri-food industry to adapt to the requirements of international markets, especially in terms of safety and quality of food. The trade policy pursued by the Republic of Moldova at the current stage is focused on geographical diversification of the agri-food exports, primarily to reduce the risks caused by widespread non-tariff measures to protect domestic markets. The main drivers of the integration processes are private business operators and traders. However, the efficiency of the newly emerged food value chains is still low. This investigation was done in the framework of the FP7 project “AGRICISTRADE” using the official statistical data, qualitative and quantitative studies and other relevant publications. In this paper the importance and the most recent changes of the agti-food sector of the Republic of Moldova were demonstrated, the main impediments were analyzed and proposals to foster the agri-food sector development were provided.

    In the present competitive global economy, the performance of an enterprise is contingent and depends on the quality of decisions made by management. Making the best decisions involves acceding to a lot of information and a complex process of analysis and synthesis thereof. Capacity for collecting, processing and analyzing information that enterprise management (human factor) should have is far beyond human limits. To overcome these limitations in decision-making are used means of communication and information technology. The purpose of the paper below is to identify the role of information and communication technologies in the creation of information and knowledge society and determining the impact of investments in electronic communications market development in Moldova.

    Introducerea regimului offshore în Republica Moldova: aspecte fiscale

    Offshore or tax heaven are very multilateral concepts, so the attitude towards them in not equivocal. The use of areas with a lighter tax regime is one of the most important tools in international tax planning. However, the country’s international prestige has suffered from the presence on its territory of such areas. In the context of tax reform initiated in 2007 and the recent raider attacks, there are many discusses around the possibility of transformation of the Republic of Moldova in a offshore zone. In this context, it is necessary to examine the opportunity of the offshore regime in Moldova.

    Contribuţii teoretice privind paradigma sinergetică de dezvoltare economică

    One of the main new development directions of modern economic science is synergetic economy, based upon the chaotic and fractal nonlinear, unbalanced, unstable, irreversible and bifurcated paradigm. The economic system is an open synergetic nonlinear system, which is altered by substance, energy and the external informational environment. In this type of system a variety of evolution scenarios are possible as well as the emergence of different macroscopic and economic conditions. In this article certain cooperative, nonlinear and stochastic phenomena in composite hierarchical economic systems are investigated. Certain nonlinear problems of economic development are addressed; all enshrined in the context of economic growth, recession, economic revival and output of economic systems to different attractor structures.
