Item Development of the agri-food sector in the Republic of Moldova(INCE, 2015) Stratan, Alexandru; Moroz, Victor; Ignat, Anatolie; Lucasenco, EugeniaThe agri-food sector of the Republic of Moldova has undergone significant changes in the past decades. In the context of Moldova's European aspirations, the modernization of the agri-food sector must comply with European patterns and trends that will allow the agri-food industry to adapt to the requirements of international markets, especially in terms of safety and quality of food. The trade policy pursued by the Republic of Moldova at the current stage is focused on geographical diversification of the agri-food exports, primarily to reduce the risks caused by widespread non-tariff measures to protect domestic markets. The main drivers of the integration processes are private business operators and traders. However, the efficiency of the newly emerged food value chains is still low. This investigation was done in the framework of the FP7 project “AGRICISTRADE” using the official statistical data, qualitative and quantitative studies and other relevant publications. In this paper the importance and the most recent changes of the agti-food sector of the Republic of Moldova were demonstrated, the main impediments were analyzed and proposals to foster the agri-food sector development were provided.Item Transformarea industriei agroalimentare în Republica Moldova(IEFS, 2012) Moroz, Victor; Poisic, Mihail; Ignat, AnatolieAgrifood industry in the Republic of Moldova have undergone significant changes in the past decades. Companies and collective farms have been privatized, markets liberalized, and economies integrated into global food systems. As a result of liberalization and privatization processes the state-controlled vertical integration in the agrifood industry had collapsed. Latter on, private vertical coordination systems have emerged and are growing rapidly as a response to consumer demand for food quality and safety on the one hand and the farms’ production constraints caused by factor market imperfections. The main drivers of the integration processes are private business operators and traders. However the efficiency of the newly emerged food value chains is still low. In this paper we (a) demonstrate the importance of the agrifoodindustry in the Republic of Moldova and the most recent changes inside of this sector, (b) analyze the main impediments in the development of the agrifood value chains and (c) provide proposals to foster agrifood industry development.Item Managementul riscurilor agricole în Republica Moldova(IEFS, 2011) Moroz, Victor; Ignat, AnatolieThe paper is aimed to present the state of the agriculture risk management in the Republic of Moldova during the last decade. It is based on the statistical data provided by Ministry of Agriculture and Food Industry, National Bureau of Statistics and Agency for Payments and Interventions. Ex-ante approaches for agricultural development sustainability were developed and coordinated with experts’ opinions during the public discussions held at the Institute of Economy, Finance and Statistics and in other relevant institutions. Three levels of agricultural risks were analyzed, namely: a) normal risks which are assumed by farmers, b) risks that can be transferred to other institution through market tools, and c) catastrophic risk that should be alleviated trough government assistance. As a conclusion one can state that the responsibility to manage risks is mostly in farmers’ hands. The Government assistance for catastrophic risk is rather limited, while risk transfer mechanisms are insufficient.
