    In recent years the debate has intensified across the expediency of amending the administrative-territorial structure of the country, and opinions are divided. Reform should provide the time needed to ensure decentralization and regional development. In fact, effective administrative-territorial reorganization is of significant importance for the country, and in this context a responsible approach is necessary to this reform.
