    Capitalul uman – factor esențial pentru dezvoltarea inovațională în ÎMM-urile din Republica Moldova

    Innovation is a crucial element for competitive and sustainable business development. The aim of this paper is to highlight the importance of human capital in innovation activity and to identify the challenges faced by small and medium-sized enterprises in the Republic of Moldova in this area. The methods and techniques used in the research include desk research, critical analysis, literature synthesis, and comparative analysis. The results of the research show that the main barriers related to human capital for innovation development in Moldovan enterprises are mainly related to the mismatch between the skills of human capital and the needs of employers, the availability of highly qualified human capital, the lack of personnel with specific specialisations, the massive emigration of the population, especially young people, and the decreasing number of students in science and technology.

    Evoluții recente privind fenomenul insolvabilitații în Republica Moldova

    The purpose of this paper is to analyze the recent evolutions regarding the insolvency phenomenon in the Republic of Moldova, based on a mixed research approach, using both primary and secondary data: data of the State Tax Service, the National Bureau of Statistics, international ranking, the results of a survey of 106 entrepreneurs from the small and medium-sized enterprises sector, carried out and implemented with the participation of the author. The results of the research revealed that the phenomenon of economic agents declared insolvent in the Republic of Moldova is considerably increasing in recent years. In particular, since 2017, there has been a significant increase in the number of economic agents declared insolvent, their number exceeding 4.6 times the cumulative number of agents declared insolvent in the period 2013-2016. This trend is due, first of all, to the simplification of the company liquidation procedure. However, the findings of the empirical study reveal that for most entrepreneurs the liquidation procedure still remains complex.

    Sustinerea educatiei antreprenoriale: experienta statelor UE si lectii pentru Republica Moldova

    It is becoming increasingly obvious that entrepreneurial skills, knowledge and attitudes can be learned and are of particular importance in meeting the challenges of the 21st century. This paper provides an overview of the main mechanisms and measures to support entrepreneurship education and the main institutional actors involved in the development of entrepreneurship education in the EU countries. The following methods and techniques were used in the investigation process: desk research, critical analysis and generalization of specialized literature and analytical materials, comparative analysis. The research findings have resulted in the identification of proposals on the possibilities of using the EU experience to support entrepreneurship education in the Republic of Moldova.

    Stimularea implicării tinerilor în antreprenoriat prin intermediul educației antreprenoriale în Republica Moldova: situația actuală și oportunități de îmbunătățire

    Actualmente, pentru creșterea economica a țarii este necesara implicarea in activitațile antreprenoriale a tinerilor, care reprezinta un grup de populație mare dupa cantitate, dar care, destul de frecvent, nu poate gasi un loc de munca decent in țara și, ca urmare, tinerii devin șomeri sau pleaca in strainatate. Implicarea tinerilor in antreprenoriat in Republica Moldova poate influența pozitiv asupra creșterii bunastarii lor, imbunatațirii oportunitaților de auto-realizare, creșterii activitații lor sociale, precum și asupra limitarii migrației in masa a tinerilor. In articolul dat imbunatațirea posibilitaților de implicare a tinerilor in activitațile antreprenoriale sunt examinate ca rezultat al imbunatațirii educatiei antreprenoriale a tinerilor și formarii competențelor antreprenoriale, in principal, in cadrul instituțiilor de invațamant professional tehnic și superior (licențiat, masterat și doctorat). In special, educația antreprenoriala joaca un rol important in formarea și dezvoltarea ecosistemului antreprenorial in randul tinerilor. Autorii au analizat situația din Republica Moldova in baza actelor normativ-juridice,documentelor de politici de stat și a curriculelor, elaborate de universitați, care reglementeaza sau contribuie la educația antreprenoriala și formarea competențelor antreprenoriale ale tinerilor la diferite niveluri și in diferite instituții de invațamant profesional tehnic și superior. Informația mai detaliata a fost obținuta in baza chestionarii a 289 de elevi/studenți/masteranzi/doctoranzi, care iși fac studiile in cadrul a 20 de instituții de invațamant, atat din capitala, cat și din regiunile țarii. In rezultatul generalizarii și analizei tuturor materialelor au fost elaborate recomandari,orientate spre imbunatațirea educației antreprenoriale și formarea competențelor antreprenoriale in cadrul instituțiilor de invațamant (profesional tehnic și superior) din Republica Moldova.

    Considerations regarding the innovation infrastructure in the Republic of Moldova

    The main core of the innovation infrastructure - the most efficient mechanism for implementing the innovations, according to the experience of the economically developed countries is represented by the infrastructure of innovative centers, such as science and technology parks, innovation incubators, innovation clusters, which provide enterprises a complete cycle of innovation: from studying the market conditions, making equipment available, providing staff and other services. The paper aims to highlight the main barriers affecting the activity of some innovation infrastructure entities in the Republic of Moldova. The author also analyzes the new amendments to the legislative framework with regard to innovation, which have imposed a new approach regarding the establishment and functioning of science and technology parks and innovation incubators.

    Politica de dezvoltare a IMM-urilor: susținerea educației antreprenoriale a tinerilor din Republica Moldova

    Entrepreneurship education of young people is one of the priorities of policies around the world, being an engine of progress, and the European Commission recognizes entrepreneurship education and skills acquisition as a tool that can help young people become more entrepreneurial, develop their spirit of initiative, to acquire skills and entrepreneurial behavior. At the same time, entrepreneurship education supports young people to gain the ability to better identify and exploit the opportunities, to put ideas into practice, to plan and manage projects in order to achieve clearly set goals. In this paper, the authors review the efforts of the Republic of Moldova regarding entrepreneurship education and entrepreneurial skills acquisition, taking into account the state policies, in which entrepreneurship education for young people is carried out, the programs to support the involvement of young people in entrepreneurship. Also the paper presents the results of the evaluation of the entrepreneurial education level of youngpeople in the educational institutions, obtained by the method of questioning with the participation of the authors. The results and conclusions of theevaluation can be useful for employees of public administration bodies andagencies, which regulate or are involved in the process of entrepreneurshipeducation and entrepreneurship skills acquisition.

    A second chance for entrepreneurs in the Republic of Moldova: challenges and solutions

    The relevance of offering a second chance is determined not only by the need to mitigate the consequences of business failure and motivate the entrepreneur to continue his entrepreneurial activity, but also by the impact on the country's economy, as business closure leads to job losses, a worsening of the financial possibilities of the national and local budgets, reduction of competition and other negative trends in the internal market. The importance of these issues has increased significantly in the context of the COVID-19 pandemic, leading to significant deterioration of the Moldovan business environment. The aim of the paper is to identify the barriers and needs of entrepreneurs, who face financial or other difficulties, are in a state of insolvency, have gone through restructuring/bankruptcy proceedings and would like to benefit from a second chance in Moldova. The research methodology is based on the analysis of legislative acts in the field; statistical data analysis; the results of 16 semi-structured interviews with entrepreneurs on elucidating the factors that favor and hinder the entrepreneurial activity, related to obtaining a second chance in business. The interviews were conducted between April and August 2018. The research results showed that both internal factors (insufficient financial resources, knowledge of crisis management, mismanagement, insufficient staff qualification, including the entrepreneurial skills / experience of the owners, the lack of people with certain professions) and external (related to insolvency legislation, limited information on the possibilities that can be used in case of failure) are determining for taking a second chance.

    Tendinţele de bază ale dezvoltării sectorului IMM-urilor în Republica Moldova prin prisma activităţilor economice

    Sectorul IMM-urilor din Republica Moldova contribuie multilateral la dezvoltarea economică a ţării. Principalele avantaje ale întreprinderilor mici şi mijlocii au fost investigate pe deplin şi confirmate de practica activităţilor economice a ţărilor cu economie de piaţă şi constau în următoarele: un nivel înalt de flexibilitate, iniţiativă, dinamism; susceptibilitate înaltă la tehnologii noi şi originale, inovaţii; lipsa birocraţiei şi a formalismului în organizarea activităţii întreprinderii; o capacitate mai mare pentru a asigura diversificarea produselor şi serviciilor, în conformitate cu cererea; produsele IMM-urilor, într-o măsură mai mare, corespund tendinţelor moderne de individualizare a cererii. Dat fiind faptul, că structura sectorului economic de afaceri din Republica Moldova este bazată preponderent pe IMMuri, rolul acestuia în dezvoltarea sectoarelor economice necesită o atenţie deosebită. În lucrare au fost identificate tendinţele de bază în dezvoltarea IMM-urilor în a.2008-2014, inclusiv analizată dezvoltarea sectorului IMM din punctul de vedere al dimensiunii întreprinderilor (micro, mici şi mijlocii) şi sectoarelor economice.

    Politica de susținere a antreprenorilor din categoriile de persoane defavorizate și subreprezentate în activitatea de antreprenoriat: experiența UE și acceptabilitatea ei pentru Republica Moldova

    Actualmente, subiectul susținerii antreprenoriatului în rândul categoriilor de persoane defavorizate și subreprezentate în activitatea de antreprenoriat capătă un rol tot mai important în cadrul discuțiilor publice și acțiunilor practice ale politicilor multor state europene, precum și la nivelul Uniunii Europene. Obiectivul acestui articol este determinarea principalelor mecanisme şi măsuri de susţinere a antreprenorilor din categoriile sus-menționate în statele UE, care au fost puse în aplicare sau care se intenționează de a fi implementate, și identificarea unor propuneri privind posibilitățile de utilizare a experienței analizate în Republica Moldova. În procesul efectuării investigațiilor au fost utilizate următoarele metode şi tehnici: cercetarea de birou, analiza critică şi generalizarea literaturii de specialitate, a materialelor analitice; analiza comparativă. Rezultatele cercetării s-au concretizat în identificarea unor propuneri privind posibilitățile de utilizare a experienței străine de sprijinire a antreprenoriatului persoanelor din categoriile subreprezentate în activitatea de antreprenoriat și defavorizate în Republica Moldova.

    Государственная поддержка неплатежеспособных предприятий: предоставление 2-го шанса

    Поддержка предприятий, оказавшихся в состоянии неплатежеспособности или даже банкротства, важна не только для отдельных экономических агентов, но и для национальной экономики в целом, поскольку закрытие бизнеса приводят к потере рабочих мест, ухудшению финансовых возможностей государственного бюджета, снижению конкуренции на рынке и другим негативным последствиям. Например, в Республике Молдова в 2017 г. почти 8000 предприятий объявили о своей несостоятельности, то есть, о невозможности в установленный срок выполнить свои финансовые (включая налоговые) обязательства. Учитывая среднее количество сотрудников, работающих на одном предприятии, их закрытие может привести к ликвидации более 77 000 рабочих мест. В этом контексте очень важно, чтобы государство предлагало определенные формы поддержки экономическим агентам, которые испытывают сложности финансового характера и пытаются их преодолеть, предоставляя им еще один шанс для возобновления деятельности или создания нового бизнеса.
