Item Decentralizations and financial autonomy – opportunity for moldovan local authorities(”Independenţa Economică”, 2016) Manole, TatianaIn this article the author analyses the process of decentralization and financial autonomy as a result of using the new methodology for drafting the local budgets based on formulas. The key element is researching the impact of the new financing system on changes occurring in the communities. The purpose of the study is to highlight the fundamental concept of decentralization, the areas of administrative decentralization, the forms of manifestation of financial decentralization (fiscal decentralization and budget decentralization), to identify the priorities of the decentralization process, and to establish the indicators for measuring the degree of decentralization. In base of the statistical analysis and synthesis method, it was determined the current state of the art in the administrative-territorial entities in the course of the decentralization process in relation to the public finance management reform. It were formulate proposals to accelerate the process of financial decentralization and self-government.Item Managementul finanţelor publice – artă a gestionării eficiente a banului public(Tipografia AŞM, 2016) Manole, Tatiana; Stratan, AlexandruThis article presents the content of public finance management and its key element is decentralization, which is also considered as the path to Moldova’s modernization. The aim of the decentralization is to provide qualitative public services. Decentralization is defined as a process of transfer of administrative and financial powers from the central government to the local government or private sector. It is also analyzed the implementation process of performance management of public finances in the Republic of Moldova. It is researched and identified the role of the intergovernmental state budget through the budget equalization transfers mechanism. In the Republic of Moldova the implementation of the budget based on program and performance contribute to the development and strengthening of public financial management.
