    Abordări teoretico-metodice de evaluare a unor indicatori de dezvoltare a potenţialului uman

    Această lucrare reflectă mecanismul de stabilire a abordărilor metodologice pentru evaluarea impactului politicilor socioeconomice de dezvoltare a potenţialului uman bazat pe utilizarea analizei multifactoriale. Cu toate acestea, avand o semnificaţie importantă pentru a asigura securitatea dezvoltării populaţiei, ca o condiţie de dezvoltare stabilă socioeconomică a ţării, au fost determinate mărimile admisibile ale unor indicatori principali de securitate demografică, bazandu-se pe analiza regresională. Scopul principal al acestei lucrări constă în promovarea politicilor demosocioeconomice avansate pentru a asigura dezvoltarea potenţialului uman, luand în considerare previziunile în domeniu. Ţinând cont de rezultatele obţinute, au fost elaborate recomandări cu privire la posibilităţile de utilizare a acestora în practica autorităţilor publice, a căror funcţie este de a dezvolta şi de a promova politici eficiente in domeniu

    Analysis of correlation between employment and the income of the working age population in the Republic of Moldova

    This article presents the results of an analysis of the influence of social factors on the employment level of working age population in the Republic of Moldova. Possible threats to the competitiveness of labour market depending on social factors are identified. One of the determining factors of a social nature is the cost of labour force (the price of labour force), which is expressed in the form of wages on labour market. At present, in the Republic of Moldova, wages have lost its economic, social, reproductive, stimulating and regulatory functions and, ultimately, do not reflect the real cost of labour force. The remuneration of labour of hiring workers in the budgetary and real sectors of economy is formed on the basis of two main legislative acts. In the budget sector, the value of minimum wage is the basis for the formation of wages established in the country and the increase in its amount is connected with additional financial resources in the budget, which is not always possible and practically the tariff scale remain unchanged on during of several years, that is, the budget sector is characterized by inertia and stability of the formation process of remuneration of labour. In the real sector of economy, the amount of wages are more mobile, revised annually depending on growth of prices and the productivity of public labour. As a consequence, the difference between the remuneration of labour of the real and budget sectors constitute over 11%. As wages are one of the main sources of income compared with other possibilities of receiving it by various categories of population, the evaluation of its receipt is performed depending on professional status, as well as the analysis of the standard of living based on a comparison of incomes with some existing social standards. As a result of research of the income level of various categories of population, it was concluded that wages do not stimulate employment, especially for young specialists, but, on the contrary, contribute to polarization, stratification of society, social inequality, and low level of wages are one of the most acute problems in the Republic of Moldova, which is in the top of the countries with the lowest remuneration of labour in the region. Low amount of wages are one of the factors of the lack of qualified personnel in labour market, especially in sphere of the provision of services, in the production sector and construction, which affects the quality of the work done and services which determines the decrease in demand and public opinion on them, as well as one of the reasons for the outflow of labour force outside the country in search of a work place (labour migration). As a result of the implementation of ineffective social policies, in particular in the field of remuneration of labour, the phenomenon of poverty takes place in the Republic of Moldova as the consequence of the inequality in the remuneration of labour of working age population in accordance with the real cost of labour force, part of the employed labour force is included in the category of social risks of being poor in labour market. The low level of remuneration of labour is also one of the motives for labour migration, the research of which was performed on the basis of the comparative analysis of statistical data on the number of the resident population and the population with usual residence, which made it possible to obtain a more real situation on labour market, taking into account the absence of more than a year of population. Summing up the research of labour market challenges to ongoing social policies, proposals to improve their effectiveness were elaborated, including in the field of improving forms and systems of remuneration of labour and further liberalization of labour relations, taking into account the experience of the EU countries, the necessity for a deeper research of the correlation between the two aspects of “employment - poverty”, including evaluation the impact and remove of factors that are determine in the existence of the phenomenon of “poverty” of the working age population and the justification of social policies to overcome given situation.

    Analysis of labour migration profile in the Republic of Moldova

    The present article reflects the results of the research on the causes contributing to labour migration flows both at national and regional level, as given issue is relevant for the Republic of Moldova as a donor country of labour force. The economic and social infrastructure are modified through structural reforms, the promotion of market mechanisms, the decline and ageing of population, that affected the development of the regions, including local labour markets, and reduced the opportunities for economically active population to be involved in labour market. Factors such as low wages, the risk of unemployment and poverty intensified of migration processes in search of work abroad. In this context, research was carried out on factors determining the labour migration and their impact on local labour markets. The research was carried out on the basis of official statistics on labour market and labour migration, as well as departmental data in given field. As a result of the research, the principal findings on specifics of development the migration flows in the regional aspect, their impact on the development of national and local labour markets, the challenges of migration on public policies were highlighted and elaborated some proposals on increasing the employment rate with taking into account to reducing social tension and decreasing the flow of working age population as labour migrants abroad, stabilizing the national and local labour market. This article was elaborated within the framework the Scientific Project ―Migration, Demographic Changes and Policies of Stabilization the Situation‖, registeredin theStateRegisterofprojectsin the fieldofscienceand innovationofthe Republicof Moldovawith thecode 20.80009.0807.21 of the State Program (2020-2023).

    Aplicarea mecanismelor optime la determinarea indicatorilor principali ai securității demografice în Republica Moldova

    This paper reflects the determination and analysis toolkit of indicators related to demographic security by using correlation and regression analysis. The main goal is to identify opportunities to improve the demographic situation of the country through the development of forecasts in the field. After the results of applying that analysis were developed recommendations on the possibility of its use in the practice of public authorities, which will serve as a basis for improving those policies by preventing possible threats and timely preparation of the required policies.

    Aspecte metodologice de măsurare a nivelului de securitate demografică prin unii indicatori agregați

    This article describes the mechanism for determining the integral indicator to assess the level of demographic security in territorial terms. The main goal is to identify possible methods for quantitative measurement of the influence of demographic security policies. Based on obtained model was performed ranking of territories according to indicators reflecting respective policies and have proposed some recommendations to improve the territorial demographic situation by streamlining the socio-economicdemographic policies.

    Aspecte ale sărăciei populaţiei apte de muncă

    Poverty population falling in to the workforce is a highly sensitive issue because it has a profound impact on the sustainable development of the labor market in Moldova. The research was focused on analysis of poverty risks falling population in employment and to identify social policies, existing impediments and proposals for improvements in this areas. In the study it was used NBS calculations based on data of Household Budget Survey 2014. Assessing the poverty profile of the work, were find the problems, which determine the risk of poverty, including rural areas. The article will be useful for public authorities, students and researchers who are engaged in economic science and specialists who are developing the social policies.

    Aspectul social al situaţiei bătrînilor în Republica Moldova : probleme şi soluţii

    Research in this areashows that, in the Republic of Moldova(RM) and structural changesof the aging population poses a challenge to increasing demand for social services and cont ributes to accelerate the modernization of social service delivery policies. In RM growing number of people with advanced age, every seventh person in the age of 60 years and older was in a 2010 people aged 80 years and more the fact that prioritizes care problem. Social services are a part of the social assistance system includesnot only care institutions and policy measures envisaged to prevent marginalization and social exclusion of older people.

    Căile de îmbunătăţire a situaţiei demografice în Republica Moldova

    During the recent years the demographic threats negatively influence on the quantitative and qualitative development of population, also for the stable development of the Republic of Moldova, which are serious concern. Among them should be noted the depopulation, the deepening of the aging population, the high mortality, especially among the able-bodied population, the high infant mortality rates compared to other EU states and neighboring countries, the birth rates, the low life expectancy, the unregulated migration flows. Especially the influence of threats is perceived at the local level, in consequence of which demographic situation in the counties is non-uniform. The demographic security is part of the country's national security and influences the social and economic development of the country. In this article along with the analysis of demographic development counties of RM are proposed the recommandations on the improvement of situation in country.

    Îmbătrânirea populaţiei, ca un proces natural, face o schimbare în structura pe vârste a populaţiei. Îmbătrânirea populaţiei este liniştită complicată şi se modifică în conformitate cu dezvoltarea societăţii umane. Procesul de îmbătrânire este studiat de diferite științe, inclusiv demografie, medicină, economie, sociologie, geografie, ecologie, genetica și altele. Necesitatea de aplicare a abordărilor metodologice specifice şi principii este importantă pentru evaluarea impactului de interrelații. Acest articol propune abordări complexe şi sistemice, ca fiind cele mai acceptabile pentru evaluarea impactului îmbătrânirii populaţiei asupra dezvoltării sociale şi economice a ţării, precum şi a principiilor utilizate în acest caz.

    Îmbunătățirea cadrului legislativ ca o condiție de creștere a ocupării forței de muncă

    In this article, the authors tried to investigate one of the most current problems in the Republic of Moldova, such as employment. An important moment for the resolution of this issue is to the right, compliance with international standards and its performance, primarily European ones. The analysis of practical implementation of employment policies, the emphasis put on the need to find update the framework law in the field, taking into consideration the specifics of the local labour market. Consequences of the processes taking place in the labour market are taken into account in the context of existing legislation and improving the necessitated drawing up proposals in this field. The main objective of the study is to determine the consequences and challenges of the labour market, which will be used to develop proposals for the development of socio-economic policies and ensuring the competitiveness of the national labour market. Methods of research: analysis, synthesis, monitoring, comparison and monographs. Results: have been identified existing problems, causes the current situation regarding employment, drawn some conclusions and proposals for improving the situation in the area. Given article will be useful for public autorities, researchers, students, as well as for professionals who develop socio-economic policies and policies for employment of labour force.

    Impactul migraţiei forţei de muncă asupra Republicii Moldova: aspecte demografice şi economice

    Emigration from Moldova is the main feature of social and economic landscape of the country and must be seen in close connection with the question of development and future of the country, the effects on the economy depending on the number and importance of jobs and occupations of migrants, the structure of the branches of national economy and policy effectiveness in labor. The factors behind leaving to work abroad are almost exclusively economic, the lack of opportunities to earn income citizens living necessary for working in Moldova. In this context, the main reason for migration was the lack of jobs, followed by low wages, and is a long distance and family reintegration etc.

    Impactul pieței muncii asupra creșterii economice

    In this article analyzed the impact of the labor market on economic growth. The research was conducted using by Beveridge and Phillips curves, Okun's Law for Moldova. The analysis was based on data from the Labour Force Survey and the National Agency for Employment of the labor market and macroeconomic data of the Ministry Econmiei. As a result, was found that Moldova has specifics economic development model were determined factors exogenous and endogenous growth and influence their quantitative, labor market is a secondary market that fully reflects the successes or failures occurring socio-economic development of the country. All these aspects of the situation are addressed in the context of disclosure causes of existence. The recommendations propose prevention and resolution. including changing the model of economic development inertial through the dynamic model, the forecasts the working age population, the correlation of demand and supply of labor, deepening studies in the field.

    Integration and reintegration in CARIM-East countries

    Policy in the field of migrants’ integration is a relatively new task for practically all CARIM-East countries. Integration has an impact upon demography, including the composition and structure of the country’s population, namely gender ratio, mortality, marriage structure, birth rate, ageing etc. While integrating into society migrants become a part of the same, which affects the demographic security of the recipient country. As was noted above, integration is a twofold process, i.e. it is linked both to the adaptation of migrants and the adaptation of the recipient society . If one takes Russia as an example of a recipient country, then, in the first half of the 1990s, its actions were primarily directed towards assistance to refugees and forced migrants from the former USSR republics, most of whom were ethnic Russians in need of economic, social and household integration: assistance in getting housing, jobs, and legal status. In the late 1990s and the early 2000s the situation changed: forced migration gradually gave way to large-scale labor migration from practically all CIS countries and this, of course, required a drastic change in policy. The absence of migrants’ integration policy increases their social exclusion and segregation. This absence make them vulnerable to different forms of rights violations, labor and other types of exploitation, even extreme forms of violence, such as forced labor and human trafficking: all of these, it should be noted, are to be found in CARIM-East countries.

    Monitorizarea şi evaluarea impactului îmbătrînirii demografice

    In recent years the Republic of Moldova collides with the slow reduction in population, population aging, increasing of the population dependence, the high mortality level and, in particular, the men’s over mortality. Growth of the old population is going and, as a result, the phenomena of demographic aging is the specific characteristic of the modern Republic, and now Moldova is the country has entered a phase of demographic aging. In this context monitoring of this phenomena and the evaluation of possible consequences is the important problem at the moment. This article describes how to perform the monitoring and evaluation, including system of indicators, through which to do this.

    Provocări demografice și socioeconomice pentru consolidarea sistemului de pensii

    În articol se analizează impactul factorilor demografici și socioeconomici asupra sistemului de pensii. Rezultatele cercetării arată сă incapacitatea sistemului actual de pensii de a asigura pensii decente persoanelor vârstnice în mare măsură este determinată de situația nefavorabilă pe piața muncii, în special de rata scăzută a activității economice a populației, proporția înaltă a persoanelor ocupate în sectorul informal,numărul semnificativ de categorii de lucrători eligibil să se pensioneze mai devreme decât vârsta de pensionare etc. Factorul demografic nu a avut o influență negativă asupra sistemului de pensionare. Prognozele demografice arată că pe parcursul ultimelordecenii raportul dintre numărul populației în vârsta aptăde muncă și numărul de pensionari se va menține la un nivel relativ favorabil. În acest context, valorificarea potențialului uman, inclusiv al vârstnicilor, rămâne un obiectiv important al politicilor de stat.

    Regional aspect of labour market: the case of Moldova

    The problem of population economic activity in the Republic of Moldova is actual in the conditions of population decline, population ageing and labour migration processes. The economic activity rate of work age population decreased by 2.1 percentage points(p.p.), and the employment rate, respectively, by 2.0 p.p., while the number of employed population decreased by 43.5 thousand people. At the same time, it should be noted that the share of employed population in economically active has practically not changed and amountsto 96%, that is, the average unemployment rate for this period varied between 4-5%.However, if we analyze the involvement of work age population in the regional aspect, then there are differences in these indicators, which is associated with the possibility of being employed, the existing socio-economic infrastructure, age-sex structure of population and other factors. Therefore, the evaluation of demo-socio-economic processes impact on labour market formation has of scientific and practical importance for determining the main strategic directions of stable long-term development of the country, which determines the actuality of topic.The purpose of research is to analyze the regional characteristics of labour market in conditions of changes in age-sex structure of labour market, the motives for the presence of non-working population that is not involved in labour market for any reason, including the youth of NEET, employment in urban-rural aspect, including the tendencies in labour market changes mun. Chisinau in regional aspect (mun. Chisinau, Center, South, North).Such methods as analysis, synthesis, induction, deduction, grouping, and a systematic approach will be used in the process of research. As a result of research, recommendations have been made to improve the efficiency of employment policies of work age population, which can be used by public officials, as well as students, doctoral students, and scientific researchers.
