Rezultatele studiului care se referă la cheltuielile pentru bunurile de folosință îndelungată arată că ele nu s-au modificat pentru circa jumătate – două treimi din populație, iar pentru circa o treime ele s-au micșorat semnificativ.Item Aspecte ale politicilor în domeniul dezvoltării profesionale a resurselor umane în instituțiile de cercetare(INCE, 2019) Savcenco, SilviaInstituțiile de cercetare reprezintă acele entități din cadrul societății care sunt motoarele progresului științtific. Din acest motiv pregătirea resurselor umane implicate în activitatea acestor instituții are un rol deosebit. Există un șir de aspecte ale politicilor în domeniul dezvoltării profesionale ale cadrelor ce se ocupă de cercetare, astfel în articol va fi realizată o revizuire a literaturii de specialitate privind politicile în domeniul dezvoltării profesionale în instituțiile de cercetare, evidențiind unele aspecte ale acestora. În acest scop vor fi utilizate metode de cercetare, precum: analiza, sinteza, inductța și deductia. Analiza efectuată a arătat că directiile de bază de acțiune în cazul instituțiilor de cercetare pentru a obțtine sau menține o masă ideală de resursă umană din punct de vedere cantitativ și calitativ trebuie să aiba în vedere creșterea sau formarea masei de cercetare proprii, inclusiv prin atragerea de cercetători noi; menținerea și motivarea cercetătorilor existenți și productivi într-un mediu extrem de mobil și competitiv, precum și evaluarea performanței cercetărilor, atât a cercetătorilor ca indivizi în parte, cât și ca colective de cercetare sub necesitatea adaptării la dinamica internă a domeniului sau input-urilor mediului exterior cercetării.Item Challenges to access educational institutions(INCE, 2023) Colesnicova, Tatiana; Ciobanu, Mihail; Savcenco, SilviaThe welfare is heavily influenced by the level of education attained by people. Accessibility may be observed at the country level and also it can be seen at the individual level. Therefore, the purpose of this paper is to evaluate some characteristics of educational institutions in the Republic of Moldova, mainly from the perspective of the beneficiary. As research methods were used the analysis, synthesis, induction and deduction. Used data sources are the statistical data of the National Bureau of Statistics of Moldova and the results of a survey elaborated by the authors. The study's findings reveal an overall drop in the number of institutions, teaching staff and students. However, respondents to the survey rated relatively highly, but not very highly, the teaching staff, the quality of hygienic-sanitary conditions, the quality of teaching, the technical-material basis, and the professional-pedagogical qualities of the staff, but they were less satisfied with the quality of the institution's food products and the living conditions in the dormitory. During the years of study, a significant proportion of respondents stated that they paid additional payments in addition to the contractual ones. Human resources management consists of all activities aimed at ensuring, developing, motivating and maintaining human resources within the organization in order to achieve its maximum efficiency and meet the needs of employees. This article presents the conceptual aspects, such as: definitions, principles, methods and techniques of human resources management applicable in public authorities.Item Evaluating accessibility of IT summer camps for children in the Republic of Moldova(2024) Ciobanu, Mihail; Bejenaru, Iulia; Savcenco, SilviaThe rapid growth of information technologies over recent decades led to the emergence of IT-oriented summer camps for children. Initially rare, these camps have become more prevalent, especially following the COVID-19 pandemic, to equip youth with essential IT skills early on. Covering a range of fields from programming and mobile app development to robotics, cybersecurity, digital citizenship, AI, and virtual realities, these camps aim to enhance digital literacy, foster innovation, and prepare children for future IT careers. As part of the IT industry, these camps reflect its evolving challenges and opportunities, promoting a culture of collaboration and learning. In response to global IT trends, Moldova has launched initiatives to boost IT education and digital literacy, especially among girls and young people. In 2015, GirlsGoIT was founded to encourage girls towards STEM careers, and the STEP IT Academy Moldova branch was opened, offering IT education for all ages. 2016 saw the launch of IUCOSOFT LLC, focusing on Java programming courses. The Tekwill ICT Innovation Center, established in 2017, represents a significant public-private partnership, which includes Tekwill Academy Kids for IT and digital arts education for youth. The same year also saw the start of RoboCode School, focusing on robotics, and Impact Academies & Camps Organization, which promotes programming, digital literacy, and soft skills through summer camps. These efforts aim to develop the IT potential of Moldova's younger generation. The question is how accessible are the IT summer camps to beneficiaries – the children.Item Evolution of disposable incomes and consumption expenditures of the population in the Republic of Moldova during the pandemic period.(Artifex, 2021) Ciobanu, Mihail; Colesnicova, Tatiana; Savcenco, SilviaRestrictive measures following the COVID-19 pandemic adverselyaffected the well-being of the population, so that the disposable income of the population and their consumption expenditures suffered. One year has already passed since the first restrictive measures established in the Republic of Moldova. During this period, a series of researches were carried out to establish the evolution of these basic components of the population's wellbeing, such as disposable income and consumption expenditures. This article provides an analysis of statistical data of the National Bureau of Statistics of the Republic of Moldova on these indicators, and also on data from a questionnaire conducted by authors the previous year on the evolution of population perception on changes in consumer spending during the pandemic. Research results have shown that the population has prioritized spending on basic goods over other goods and services.Item Experiența internațională în aplicarea voucherelor culturale pentru copii și tineri(INCE, 2022) Ciobanu, Mihail; Savcenco, SilviaOne of the relatively recent instruments used to increase the consumption of cultural products and services by the population is the cultural voucher, which, in general, represents a financial instrument intended to be used to benefit from cultural products and services. In particular, the term "cultural voucher" can be defined differently depending on the type of regulatory and issuing entity and the spectrum of its beneficiaries. It could be a state contribution that improves access to culture for primary and secondary school pupils and their pedagogues, a tool for obtaining cultural products and services within a partnership of the government with businesses for the benefit of workers who have formal employment contracts or even an online payment method in the form of a rechargeable electronic card for cultural products and services. In order to demonstrate the diversity of forms and uses of cultural vouchers were used the following research methods: legal analysis, induction, deduction, logical method and literature review. As sources of data were used mainly the national laws and studies that analyze the impact of cultural vouchers on cultural consumption, including among children and young people. The use of cultural vouchers has a positive impact both for consumers and for the industry. In these complex evolutions, the decisive role is played by the decision centers, especially, through the professional managerial interventions. Thus, the performance of public authorities depends to a large extent on the competence and professionalism of the human resources that work in them, on the way the staff conceives the objectives before the public authorities, on the way they solve them, on the extent to which they assume responsibility for the consequences of their activity, on the way they work with citizens. Starting from the fact that the realization of political decisions and general economic and social progress depends largely on the quality of administration, it is easy to understand the special attention paid to the study and proper positioning of human resources by scientists, as a key factor in making organizational decisions. Thus, in this article it will be revealed the role of human resources in the field of public administration.Item Particularities of the research institutions of European Union(Performantica, 2019) Savcenco, SilviaThe fields of research and innovation are the priorities of the European strategy for economic growth and employment of workforce. Thus, the European Union allocates billions of euros for research activities, which most likely go to the best such centers on the continent. To make an assessment of the field of research and innovation through the prism of these centers, in this paper we propose ourselves to describe the specificity of research institutions in the European Union. The analysis will be based mainly on the international ranking Webometrics Research, which is a ranking that evaluates the websites of universities, research institutions, hospitals and business schools.Item Recent evolutions of some indicators regarding social protection in the Republic of Moldova(2022) Colesnicova, Tatiana; Ciobanu, Mihail; Savcenco, SilviaThis paper presents a brief analysis of recent evolutions of some indicators regarding social protection in the Republic of Moldova. These indicators include the number of beneficiaries of various types of pensions and the sizes of the pensions themselves. In particular they include: old-age pension, disability pension, survivor's pension, pension for seniority, pension for some categories of civil aviation employees, pension of the participants in the liquidation of the Chernobyl accident, pension of military servicemen and their family members, pension of some employees in the field of culture, early retirement pension and pension for other categories of pensioners.Item Sporirea competitivităţii organizaţiei prin dezvoltare competenţelor profesionale ale angajaților(INCE, 2016) Savcenco, SilviaIn lucrarea de faţă abordăm necesitatea dezvoltării profesionale a angajaţilor in scopul imbunătățirii bazei de cunoștințe generale a organizației și pentru a pregăti cadrul optim in care membrii acesteia să gandească strategic. Pregătirea profesională este un instrument puternic de dezvoltare a unei organizații care presupune investiții în oameni și tehnologie. Aceasta asigură un grad inalt de profesionalism și menține standardul competențelor la un nivel ridicat. Astfel, un management eficient trebuie să cuprindă un program de pregătire structurat care să răspundă unor obiective cadru. Competența profesională stă la baza organizării compartimentelor administrative și de producție, la negocierea și stabilirea nivelului salariilor, la adoptarea strategiilor și politicilor, la perfecționarea pregătirii profesionale, implementarea unor noi proceduri de lucru, la imbunătățirea sistemului informațional și informatic la toate nivelurile ierarhice etc. Mutațiile profunde care s-au produs in societate generează, pentru fiecare post in parte, exigențe sporite, unele cu totul noi, ceea ce obligă pe fiecare persoană in parte să dobandească prin căi adecvate de instruire cunoștințele necesare și să-și dezvolte aptitudini in direcțiile impuse tocmai de aceste exigențe calitativ superioare.Item Suportul copiilor refugiaţi din Ucraina în Republica Moldova(Artifex, 2022) Ciobanu, Mihail; Savcenco, Silvia; Timus, AndreiThe war in Ukraine has led to a major refugee movement. According to UNCHR data, since February 24, 2022, more than 6.2 million people from Ukraine have become refugees. Numerous measures have been implemented to support refugees. However, because among the countries that have received refugees, the Republic of Moldova is the country with the highest pressure in terms of population and GDP per capita, as well as the fact that about half of the refugees are children, this article will identify and analyze the support measures for refugee children from Ukraine to the Republic of Moldova.Item Tendencies in the development of social and economic situation of children in the Republic of Moldova(Artifex, 2023) Ciobanu, Mihail; Savcenco, SilviaIn 2020 the COVID-19 pandemic was announced and in 2023 the pandemic emergency was declared ended. The policies that were applied in this period, including the restrictive ones had influenced the socioeconomic development, especially of vulnerable groups of population. One of the most vulnerable category of people are children and their socioeconomic situation also underwent changes. Like other countries, Republic of Moldova also was affected, so in this paper based on the socioeconomic indicators we try to identify and highlight the tendencies in the development of social and economic situation of children in the Republic of Moldova, taking into consideration demographical aspects related to children, children education, the main characteristics of the households with children, social protection of children, children health, culture and sport for children and children in contact with the law.Item Tendinţe recente în evoluţia veniturilor disponibile şi a cheltuielilor de consum ale populaţiei din Republica Moldova(Artifex, 2022) Ciobanu, Mihail; Savcenco, Silvia; Timus, Andrei; Colesnicova, TatianaIn 2020, the SARS-CoV-2 virus spread around the world, causing a global pandemic. As a result of the restriction of human activities, including economic ones, in order to limit the spread of the virus, the disposable income of the population also suffered, implicitly also its consumption expenditures. In this article we try to identify how much the Republic of Moldova has been affected, highlighting the recent trends in the evolution of disposable income and consumer spending of the population of the Republic of Moldova. In general, it is observed that the year 2021 is characterized by a much more significant increase in the average monthly disposable income of the population compared to 2020 than in the period 2019-2020. The year 2021 is characterized by an increase compared to previous years of the gap between the average gross monthly nominal salary in the real sector compared to the budgetary sector. At the same time, the year 2021 shows a stronger increase in the average monthly consumption expenditures of the population compared to 2020 than between the latter year and 2019 and also at a higher rate than in the case of disposable income.
