Item Educational immigration to Moldova: opportunities and challenges for participation in the international market of educational services(INCE, 2022) Poalelungi, OlgaThe mass emigration of the youth from Moldova, including educational emigration, usually without a subsequent return home, has negatively impacted the demographic situation and the number of students in Moldova's higher education institutions. The internalization of the higher education system allows Moldova to actively involve itself in educational migration to attract international students to Moldova's universities and use academic immigration as investment potential for developing higher education institutions. The article displays the results of an investigation related to attracting international students to Moldova's higher education institutions. The work is based on the analysis of national legislation in education and migration fields. The results of qualitative research were carried out in 2022 by interviewing specialists of higher education institutions responsible for the work with international students. The study aims to find out opportunities to increase the universities' potential in attracting international students, possibilities and main impediments in this process. The results show that to attract international students to Moldovan universities, it is necessary to determine the institutions or facilities y that could be attractive for international students. A systematic approach to the development and promotion of educational migration should be adopted, considering the specifics of the countries in the region and the possibility of amending the migration legislation.Item Integrarea străinilor în Republica Moldova. Între provocări și necesități(INCE, 2023) Poalelungi, OlgaThe article examines issues related to the integration of foreigners in the Republic of Moldova. Reforms, visa liberalization, and the conclusion of bilateral agreements on migration and/or social protection of migrants have made the country attractive for immigration not only from traditional CIS countries but also from Asia, Africa, and North America. As a result, greater attention needs to be paid to the cultural and socio-economic integration policies of immigrants in the Republic of Moldova. This article provides an overview of existing forms of immigrant integration (assimilation, multiculturalism, social and economic integration), analyzes the dynamics and key characteristics of immigration flows into the country over the last three decades, and offers a brief overview of national policies in this area. The article provides a brief overview of the situation of immigrants in the country and the level of their integration, addressing issues such as education and knowledge of the state language, immigrants' access to the national education and healthcare systems, and their employment/economic activities. The effectiveness of the policies implemented is also discussed, including the conditions and opportunities for immigrants to obtain Moldovan citizenship, their relationship with the local population, and mechanisms to prevent discrimination based on ethnic or cultural characteristics. Additionally, the article examines the socio-economic and demographic conditions for the development of a national integration policy in the context of the implementation of European directives as part of the Association Agreement and the country's status as a candidate for EU membership. The analysis shows that despite the positive national policy being implemented, there is a need for modernizing existing approaches to the integration of foreigners.Item Oportunităţi și impedimente în procesul de imigrare a străinilor pentru studii în instituţiile de învăţământ superior din în Republica Moldova(INCE, 2022) Poalelungi, OlgaThe article discusses the changes in the higher education system in the Republic of Moldova from the perspective of the current demographic transformations and the optimization of the cost-efficiency ratio with the quality of the studies offered. The need to promote systemic policies regarding immigration for studies is emphasized, recognizing it as a factor in attracting investments in educational institutions. The analysis is based on the preliminary results of the qualitative study on the opportunities to increase the potential of higher education institutions in the Republic of Moldova to attract foreign students, the existing possibilities, and the main impediments to developing this process. The study included 15 universities in the country where interviews were conducted with experts, and staff responsible for working with foreign students. Attention is paid to the tendencies of migration processes, their influence on the development of the national legal framework, changes in state approaches to their management: from prohibitive norms to an integrated approach to the regulation of external migration processes. At the same time, since migration has complex and global nature, is not only a national but also a regional problem, the article also notes the aspects of transposing into national legislation a part of the European Union Directives in the field of migration, adopted by the country to ensure the visa-free movement of citizens of the Republic of Moldova in the country’s EU and EU Association Agreements. Also carried out a review of national administrative structure responsible for the regulation of migration, the level of coherence of the activities and the necessary steps to improve coordination.
