The ancient foundation’s concept of the fair relations of production and distribution

The article discusses about the development of philosophical concepts, motivation and fair protection of national-public interests of the state and the population. Particular attention is given to the contribution to solving the problem from outstanding creative personalities of ancient Greece. For ancient thinkers gathering knowledge and its use for reasonable welfare of the country and citizens is higher than any other activity. Contemporary issues of fair relations of production and distribution remain popular in most countries, including the Republic of Moldova which recently became an independent state. Conceptual approaches can be used to develop strategies and tactics of motivating the fair protection of national-public interests of the state and the population, both in law and in their practical implementation. Argumentarea optimizării factorilor inflaţiei ca o condiţie a creşterii economice

Scopul acestui articol este consacrat problemei modernizarii politici antiinflationiste. Actualitatea materialului prezentat rezida in recomandarile orientate spre stabilizarea inflatiei in economia nationala. Sarcina primordiala se considera elaborarea unui nou sistem de masuri de optimizare, care in baza complexului de mijloace economice, financiar-creditare si administrativ-legislative armonizate si integrate, vor echilibra corelatia masei monetare. Implementarea acestor masuri urgente si neamanate ne asigura directionarea prioritara spre cresterea economica.
Bazele conceptual-metodice ale reglementării guvernamentale a stabilităţii factorilor inflaţionişti în economiile de tranziţie

Economic theory and practice of countries with market economy developed a large variety of measures for influence the demand and supply in national economies with the purpose of its restriction or stimulation, in this way they regulate the stability of inflation. Current market changes in the Moldovan economy allow to rely only on intermediate objectives of regulation the inflation stability, because until now it is still noticeable the insufficiency of market maturity infrastructure. Therefore it is necessary to develop conceptual and methodological bases of government regulation of inflationary stability factors in transitional economies. The new conceptual approach consequently resulted in practical recommendations of monetarism to use monetary circulation and monetary-credit policy in the system of government regulation for the inflation stability.
Bazele teoretice privind echilibrul bugetar şi conceptele moderne de programare a lui

Materialul prezentat este pregătit în baza analizei comparative a diferitor teorii şi modele de echilibrare a bugetului naţional public. Sunt întreprinse încercări de a sintetiza diferite metode, tehnici şi procedee calitative folosite în activitatea financiară pentru echilibrarea bugetului. Au fost sistematizate diferite poziţii a autorilor, şcoli şi direcţii conceptuale în ştiinţa europeană a bazelor metodologice consacrate problemei echilibrului. Sunt delimitate unele teorii cu impact în investigaţiile ştiinţifice a problemelor echilibrului bugetar în anumite etape a evoluţiei dezvoltării moderne.
Conceptele modernizării procesului de asigurare a stabilităţii financiar-economice prin gestiunea dezechilibrelor

Având în vedere schimbările tot mai intense în instituţii financiare în această perioadă, stabilitatea financiară în Republica Moldova a devenit şi mai importantă. Necesitatea perfecţionării managementului economiei în condiţiile de instabilitate a sistemului financiar existent şi schimbărilor structurale în sectoarele real şi financiar ale economiei naţionale, impune elaborarea abordărilor metodice pentru analiza situaţiei create şi luării deciziilor manageriale prin gestiunea dezechilibrelor, bazându-se pe metodologia modernă. Scopul articolului este conştientizarea metodei care, în mod natural, trebuie să dezvolte activitatea economică, devenind un instrument viguros al administrării efective. Metodele principale de cercetare sunt: analiza şi sinteza, deducţia şi inducţia, compararea. Rezultatele cercetării pot fi utilizate de către organele administrării pentru perfecţionarea politicii de echilibrare financiar-economică, obţinerea indicatorilor macroeconomici de creştere durabilă şi condiţii favorabile pentru o economie naţională sănătoasă.
Conceptual foundations for improving fair redistributionas a prerequisite for financial stability of the state

The article presents a vision concerning relations of equitable redistribution; highlights the main prerequisites for the formation of income inequality and poverty occurrence; indicate the change of approach in supporting the development of measures on the state fair redistribution of income, relying on analysis of the impact of inflation, wage tax policies and price formation. Also in the paper are presented the assessments and recommendations for government concerning poverty in the country and financial stability in the national economy. The conditions and methodical means are simultaneously considered as objective and subjective prerequisites for the use of techniques, methods and scientific approaches in assessing income inequality and generative poverty, so it is recommended to implement them as a subject of profound scientific investigations.
Coordination improvement of the “investigation - administration” ties with the aim to create fair relations in national economy development

The relevance of the paper is incited by the actual economic situation. In the article the author sets the goal to describe peculiarities of the relationship investigation - administration, specify the obstacles in obtaining positive results after the process of implementing the research results and give examples of methods for improving cooperation between science and administration. The methods used for achieving the goals are analysis and synthesis, and induction and deduction. The concluded key point is that the efficient cooperation of these two types of individuals (the researcher and the public servant) in economy is the most certain way to obtain fair relations in this field.
Evoluţia strategiilor alternative ale politicii monetar-creditare orientate spre stabilizarea inflaţiei

This article addresses the evolution of theories concerning budgetary balance and its modern programming methods, which refers both the preparation of any balanced budgets and to maintain balance in the period of budget execution. Also, here is analyzed and the possibility ensure the budgetary balance by establishing a budget reserve fund and implicitly by increasing the tax revenues.
SMEs lending in conditions of crisis in banking system

Small and Medium Enterprises have a particularly important role, as it influences on solving economic, social, technical- scientific problems and many others. Development of SMEs sector leads to prosperity increase, living standards rise and growth of competitiveness - which are significant matters for both developing and industrialized countries.Restraints with SMEs lending will strain economic path. In case of exaggerate restraints, SMEs which have at the sole of their activities credits will be in trouble, as the interest rates are high, it is difficult to contract loans and it is tough to keep up with the loan reimbursement schedule. For banks lending to SMES is a consistent and weighty source of business activity. They make double effort to keep crediting at the same level during crisis. Therefore, banking sector is also interested in reducing the negative influence of base rate rise and other banking regulations regarding crediting that have bad influence. As a rule these regulations have a tendency to tighten the lending activity, as crediting terms are tougher. The goal of this paper is to analyse all the problems SMEs face during contracting credits and to give possible ways for an efficient entrepreneurship growth.
