    Innovation policy in the Republic of Moldova and its impact on business development

    In the context of the increasing role of the SMEs sector in the national economy landscape, supporting innovation activity in SMEs is imperative. In this paper our goal is to review the main policy documents on innovation, with reference to the measures aimed at stimulating innovation in SMEs; summarize the characeristics of the innovative SMEs in the Republic of Moldova. Additionally, there has been outlined the constraints faced by the participants of the technology transfer process - enterprises, researchers and intermediary institutions, based on the interviews carried out with the participation of the authors. We also examine the Republic of Moldova position in the international rankings, referring to the innovational development. The article identifies that the innovation activity is still underestimated in the Republic of Moldova, the encouragement of the innovation activity is not systemic, having a fragmentary character, with a low impact on business comunity.

    Features of the Entrepreneurial Mindset of SMEs’ Owners in the Moldavian Unfriendly Environment

    This chapter examines the specifics of entrepreneurial mindset of owners of small- and medium-sized enterprises (SMEs), who operate their business in an unfavorable environment, under an emerging market economy based on the examples of the Republic of Moldova. Taking into account specific examples, it is demonstrated that in Moldavian economy, business strategies based on entrepreneurial mindset (i.e., those aimed at increasing competitiveness, using innovative approaches focused on development of the human capital, organizational change, and cooperation) represent an important factor in the preservation and development of SMEs. At the same time, the hypothesis is presented according to which the implementation of some original business strategies, also oriented toward the development of the enterprise and which take into account the specific features of a particular business and the general situation in the country, can contribute to the growth of enterprises only in an unfriendly environment. Accordingly, in long term in conditions of improvement of the business ecosystem and increase of the standards of living of the population, such business strategies will not motivate, but on the contrary, limit business development, especially in the long run. The presented ideas and conclusions are based predominantly on the results of interviews with Moldavian entrepreneurs carried out in recent years with the participation of authors.

    SME support policy in the Republic of Moldova and assessment of its impact on business development

    Establishment and legal development of small private businesses in the Republic of Moldova became possible only since the 90s at the initial stage of market reforms. Despite the absence of a regulatory framework for business development in this period, the rapid growth in the number of small enterprises has been noted. Although the owners of newly established, privatized and reorganized small enterprises (SE) were lacking in business knowledge, and public administration employees did not have a clear understanding of the role of small and medium enterprises (SMEs)in the economy, however, already in 1992-1994 the basics of entrepreneurship development policy have been laid. Over the last years, state policy aimed at supporting SMEs has been developed considerably in the Republic of Moldova, but the business environment is not favorable enough. The paper presents the multifaceted analysis of the state support policy of SMEs in the Republic of Moldova and the assessment of its impact on the business from different perspectives – government, international ratings and entrepreneurs. The results of the research revealed that, quite a large number of entrepreneurs over the years pointed to deterioration in the business environment conditions; however, the opinions of certain groups of entrepreneurs vary significantly. This means that the government's economic policy does not consider enough the entrepreneurs’ opinion regarding the general business climate changes, as well as the specific problems faced by different groups of entrepreneurs. The research methodology is based on an analysis of statistical data; the legal framework and policy documents; the main international rankings, as well as the results of surveys of different groups of Moldovan entrepreneurs – women, young people, people with disabilities, which were implemented with the participation of the authors in the period 2016-2017.

    Cuantificarea eficienţei activităţilor lucrătorului din agricultură

    The modern agriculture has become a system of enormous dimensions with certain structures and functioning mechanisms. The specialization of regions conducted to the separation and regional regrouping of different branches, appearance of some complementary and interdependent systems, in other words to a new labor division, named horizontal; the subsystems supply with agricultural raw material the processing industries producing goods designated for alimentary and non-alimentary consumption. In the framework of the agricultural activity the labor constitutes the active production factor having, primordially, two components: physical and intellectual one.
