Item Digitalization of entrepreneurship capacity building for rural areas of the Republic of Moldova(INCE, 2023) Babin, Anatolie; Covalenco, Ion; Tutunaru, SergiuRural areas are in greater need than ever to improve their quality of life through digital skills and competence. Purpose of the study: to explore European practices and approaches to entrepreneurship education based on digital skills and competencies that contribute to building entrepreneurial capacity in rural areas. Methodology: bibliographic study of the Living Lab approach, based on electronic interaction university - business, and university - public administration, result-oriented, allowing simulation of entrepreneurial situations in learning environments that contribute to the improvement of digital skills in the development of entrepreneurship. Research from European experience shows that this model of a cyber-physical system of electronic interaction between government agencies, farms, secondary school students, and universities, forming areas of smart infrastructure, can effectively influence the strengthening of the political and educational participation of civil society organizations and business in the decision-making process. Interdisciplinary research is needed to collaboratively track and measure the outcomes of digital entrepreneurship skills training using the Living Lab approach, organizations, and students after completion of projects and programs. Research results: for the effective implementation of the “European Village” program in the regions of the Republic of Moldova, it is proposed to use the effects of European and international influence on the development of local communities, such as: identifying the added value of using digital solutions and dividing them into target audiences: local administrations, technology providers and citizens; creating visual materials and infographics to help visualize complex technical characteristics of solutions and services. Targeted learning groups will be able to access new open educational resources (OER), massive open online courses (MOOCs), and other digital tools being developed by the EU Joint Research Centre.Item Акселерация цифровых инноваций в рамках концепции Smart Village в Республике Молдова(INCE, 2022) Babin, Anatolie; Tutunaru, Sergiu; Covalenco, IonГлобальный эпидемиологический кризис COVID-19, активизировал процесс цифровой трансформации в экономической и социальной сферах. В данной статье анализируются лучшие практики цифровых инноваций в достижении региональной и трансграничной совместимости с точки зрения концепции Smart Village для внедрения в Республике Молдова. Предлагается использовать опыт проекта, реализованного в Шотландии, который поощряет молодых людей в сельской местности присоединяться к фокус-группам для разработки инновационных "умных сел". Этот подход ориентирован на молодежь и местное население, чтобы вместе сформировать устойчивую, динамичную, творческую и локализованную цифровую экосистему. Многоуровневое управление инновационным развитием и адаптацией интеллектуального обучения в населенных пунктах может опираться на опыт проекта "MobiReg Regional Mobility", финансируемого при поддержке Европейской комиссии. В контексте подходов "умной специализации" цифровые инновации в сельской местности будут быстрее достигать потребителей - местных инициативных групп, обеспечивая синергию между национальными фондами и международными программами на региональном уровне. В свою очередь, разработка и внедрение модулей дистанционного обучения в цифровой экономике будет способствовать признанию инновационных квалификаций и навыков, приобретенных в рамках проектов мобильности. Это будет стимулировать развитие предпринимательства, модернизацию сельских услуг и цифровую мобильность молодежи. Criza epidemiologică globală COVID-19 a impulsionat procesul de transformare digitală în sferele economică și socială. În acest articol se analizează cele mai bune practici de inovare digitală în realizarea interoperabilității regionale și transfrontaliere din perspectiva conceptului de Smart Village pentru implementarea în Republica Moldova. Se propune preluarea experienței unui proiect implementat în Scoția care încurajează tinerii din zonele rurale să se alăture unor grupuri de discuție pentru a dezvolta sate inteligente inovatoare. Această abordare se concentrează pe tineri și pe populația locală, pentru a forma împreună un ecosistem digital durabil, dinamic, creativ și localizat. Guvernanța pe mai multe niveluri a dezvoltării inovatoare și a adaptării învățării inteligente în așezările umane poate fi realizată în baza experienței proiectului "MobiReg Regional Mobility", finanțat cu sprijinul Comisiei Europene. În contextul abordărilor de "specializare inteligentă", inovația digitală in mediul rural va ajunge mai rapid la consumatori - grupuri de inițiativă locală, asigurând, la nivel regional, sinergii între fondurile naționale și programele internaționale. La rândul lor, dezvoltarea și implementarea modulelor de învățământ la distanță din sfera economiei digitale vor facilita recunoașterea calificărilor inovaționale și competențelor dobândite prin proiecte de mobilitate. Astfel, va fi stimulată dezvoltarea antreprenoriatului, modernizarea serviciilor rurale și mobilitatea digitală a tinerilor. The global epidemiological crisis COVID-19 has intensified the process of digital transformation in the economic and social spheres. This article analyses best practices of digital innovation in achieving regional and cross-border interoperability in terms of the Smart Village concept to be implemented in the Republic of Moldova. It proposes to build on the experience of a project in Scotland that encourages young people in rural areas to join focus groups to develop innovative Smart Villages. This approach focuses on young and local people to form a sustainable, dynamic, creative and localized digital ecosystem together. Multilevel management of innovative development and adaptation of smart learning in human settlements could be built on the experience of the MobiReg Regional Mobility project, funded by the European Commission. In the context of smart specialization approaches, digital innovations in rural areas will reach consumers - local initiative groups - faster, creating synergies between national funds and international programs at regional level. In turn, the development and implementation of distance learning modules in the digital economy will facilitate the recognition of innovative qualifications and skills acquired through mobility projects and other relevant measures. This will stimulate entrepreneurship development, modernization of rural services and digital mobility of young people.
