Item Aspectele sociale ale investiţiilor durabile: realizări si perspective(Artifex, 2022) Timus, Angela; Timus, AndreiThe 2030 UN Agenda for Sustainable Development has set goals to contribute to sustainable development, promoting the environment and social welfare values. Programs and instruments have been set up for sustainable investment to ensure an adequate financing process and calibrated to sustainable principles. Sustainable investment in the context of financing projects and / or programs designed to contribute to sustainable growth includes a new dimension of investment, both conceptually and methodologically. The EU regulatory framework in the field of sustainable financing, the definition of sustainable investment and the taxonomy relevant to these types of investments, has been adopted and developed in several dimensions. The paper will highlight social aspects of sustainable investment, findings on sustainable investment trends and policies.Item Evaluarea percepției populației asupra modificărilor cheltuielilor de consum privind medicina și ocrotirea sănătății în municipiul Chisinău în perioada pandemică(Artifex, 2021) Colesnicova, Tatiana; Ciobanu, Mihail; Timus, AndreiThe COVID-19 pandemic motivated the implementation of restrictive measures that negatively affected economic activity, and therefore the income of the population, which in turn influenced both involuntarily and voluntarily the reduction of consumer spending. Along with other countries, the Republic of Moldova has been affected by this pandemic and the restrictions that have been established. This article will present the results of the analysis of data from a sociological questionnaire conducted to assess the perception of the population of Chisinau Municipality in the Republic of Moldova on changes in their consumption expenditures on medicine and health care during the pandemic. The results of the research showed that a significant part of the respondents increased their expenses for over-the-counter medicines, vitamins and nutritional supplements and for prescription drugs.Item Evoluțiile și perspectivele de dezvoltare a sectorului de creditare nebancară din Republica Moldova, în contextul noii reglementări(Artifex, 2020) Timus, Andrei; Popa, NicolaeThe microfinance sector is an important financial resources provider, and more than this, for some individuals, small entrepreneurs, individual entrepreneurs is the only possibility to obtain money fordevelopment. In recent years the microfinance sector in the Republic of Moldova is in continuously developing and shows stable growth. Recent research in the field highlights the importance and potential of the sector, aswell as a number of shortcomings that have negative implications for final consumers and operating institutions. Thus, in order to ensure a sustainable development, to reduce the systemic risk and to protect the consumers of services, the national supervisory authorities have continuously improved the regulatory framework. The last significant changes in the legislation were made in October 2018. This study reflects the main legal interventions operated by national supervisory authorities and, respectively, the results of the activity of non-bank credit organizations and savings and loan associations until after the legislative changes.Item Identificarea și managementul riscurilor în sectorul agroindustrial: unele aspecte practice de implimentare(INCE, 2020) Timus, AndreiObiectivul principal al guvernărilor este asigurarea siguranței alimentare a țării, inclusiv prin promovarea unor politici de aplicare pe larg a managementul riscurilor, care, de obicei, este identificată ca o abordare formală bazată pe știință Dintr-o perspectivă globală, managementul riscului pentru siguranța alimentelor poate fi descris „ca procesul de ponderare a alternativelor de control de către guvern (și organismele internaționale de stabilire a standardelor), în consultare cu părțile interesate, luând în considerare informațiile științifice privind riscurile pentru consumatori, precum și alte informații relevante (de exemplu, economia, fezabilitatea tehnică, preferințele societății) și alegerea și punerea în aplicare a măsurilor de siguranță alimentară după caz”11.În prezent, în statele membre ale UE, evaluarea riscurilor este introdusă treptat la nivel guvernamental ca o practică sistematică. În cazul producătorilor și altor operatori din sectorul alimentar, doar marile întreprinderi alimentare au adoptat proceduri de evaluare a riscurilor. Managementul riscurilor în companiile mici și mijlocii ce operează cu produse alimentare se bazează pe implementarea Sistemelor de analiză a riscurilor și puncte critice de control (HACCP), care este de fapt obligatorie. Practicile de igienă din casele private sunt în afara controlului autorităților sanitare naționale; cu toate acestea, de exemplu,o opțiune de gestionare a riscurilor impusă de guvernele UE poate consta în dezvoltarea de programe educaționale care ar putea spori o atitudine pozitivă în rândul consumatorilor față de o preparare mai igienică a alimentelor.Item Impactul crizelor asupra sărăciei în muncă(INCE, 2023) Timus, Angela; Gutium, Tatiana; Timus, AndreiPoverty continues to be one of the characteristics of any society. The income gap between the poorest and wealthiest people and countries has widened. This gap is so large that international reports no longer compare the income of the richest 10% of the global population with the revenue of the poorest 10% to hide the veritable situation. An international report published in 2022 compares the income of the wealthiest 10% of the global population with that of the poorest 50%, so every second inhabitant of the planet is classified as one of the poorest people, and comparing the income level of 10% of the population to 50% of the global inhabitants does not give a real-world situation about poverty. Naturally, 50% of the population is not unemployed, so employment does not guarantee an individual escape from poverty. In the Republic of Moldova, in 2022, the level of wage earnings increased, it did not ensure the achievement of a decent wage level and reduce the number of employees receiving low wages because inflation was much higher than wage growth, and as a result, the real wages decreased almost by 10%, and the risk of in-work poverty increased. Therefore, the subject of the study is the workers' risk of poverty. The purpose of the study is to assess poverty among working people in the Republic of Moldova.Item Industrial developed countries experience in the risks identification and management in agro industrial sphere(INCE, 2021) Timus, AndreiRisk management in the agro-industrial and food sector is increasingly approached multilaterally, both at the level of governments to make long-term decisions to ensure food security and at the formal level based on the scientific treatment of food safety issues. Producers and other operators involved in the food chain in developed countries are aware of the importance of these issues. Stakeholders should also manage food risks, for example at the production or consumer level. Risk management in the agro-industrial and food sectors must be based on a robust methodology and comprehensive food safety regulations. Developed countries have achieved specific results in this area that can be applied by stakeholders, including authorities and producers. The paper includes the process stages and components of risk management in the agro-industrial and food field.Item Performanţele investiţiilor străine directe în Republica Moldova în perioada post criză(IEFS, 2011) Timus, Andrei; Clipa, VictoriaDe-a lungul ultimelor decenii, în condiţiile existenţei unei conjuncturi foarte complexe ale economiei mondiale, Investiţiile Străine Directe (ISD) au devenit un factor determinat al creşterii economice şi extinderii procesului de globalizare. Prin multiplele beneficii pe care le prezintă, ISD au deschis pentru ţările lumii, şi mai cu seamă cele în curs de dezvoltare care suferă de o insuficienţă critică de capital, noi posibilităţi de evoluare economică. În pofida faptului, că fluxurile de ISD au cunoscut o dezvoltare largă în ultimele decenii la nivel mondial, foarte multe ţări s-au dovedit a fi incapabile de a atrage investiţii în economiile locale şi să le transforme într-un catalizator al creşterii economice. Prezentul articol se focusează pe analiza performanţelor ISD în Republica Moldova în perioada post criză.Item Role of diaspora investments for the community development(INCE, 2019) Iordachi, Victoria; Luchian, Ivan; Timus, AndreiCultivating and facilitating diaspora homeland investment has become a significant concern of many national governments and multilateral organizations. Diaspora policy becomes important as a means to strengthen migrants‘ affinity to the country of origin and encourage contributions to economic and social development. In this article we will analyze what determinants motivate diaspora to invest in their homeland for the community development to be able to elaborate adequate policies to involve all migrants working abroad in the country’s development, as well as their return home combined with business investment and knowledge transfer. In the final, there will be elaborated appropriate recommendations to describe what behavioral mechanisms can be exploited by policy-makers to increase the effectiveness of interventions for stimulation of diaspora investments for the community development.Item Suportul copiilor refugiaţi din Ucraina în Republica Moldova(Artifex, 2022) Ciobanu, Mihail; Savcenco, Silvia; Timus, AndreiThe war in Ukraine has led to a major refugee movement. According to UNCHR data, since February 24, 2022, more than 6.2 million people from Ukraine have become refugees. Numerous measures have been implemented to support refugees. However, because among the countries that have received refugees, the Republic of Moldova is the country with the highest pressure in terms of population and GDP per capita, as well as the fact that about half of the refugees are children, this article will identify and analyze the support measures for refugee children from Ukraine to the Republic of Moldova.Item Tendinţe recente în evoluţia veniturilor disponibile şi a cheltuielilor de consum ale populaţiei din Republica Moldova(Artifex, 2022) Ciobanu, Mihail; Savcenco, Silvia; Timus, Andrei; Colesnicova, TatianaIn 2020, the SARS-CoV-2 virus spread around the world, causing a global pandemic. As a result of the restriction of human activities, including economic ones, in order to limit the spread of the virus, the disposable income of the population also suffered, implicitly also its consumption expenditures. In this article we try to identify how much the Republic of Moldova has been affected, highlighting the recent trends in the evolution of disposable income and consumer spending of the population of the Republic of Moldova. In general, it is observed that the year 2021 is characterized by a much more significant increase in the average monthly disposable income of the population compared to 2020 than in the period 2019-2020. The year 2021 is characterized by an increase compared to previous years of the gap between the average gross monthly nominal salary in the real sector compared to the budgetary sector. At the same time, the year 2021 shows a stronger increase in the average monthly consumption expenditures of the population compared to 2020 than between the latter year and 2019 and also at a higher rate than in the case of disposable income.Item Инновационный кластер как новая форма интеграции бизнеса: роль науки и образования в развитии кластерных инициатив(INCE, 2019) Iordachi, Victoria; Timus, AndreiIn economically developed countries, the institute for the interaction of science and business is strengthening its position and is based on innovative components. Innovations in clusters represent scientific researches in the field of production and are aimed not only at progress in production, but also at the modern consumer. The cluster approach is an effective tool to take into account the interests of the scientific and educational environment and the business community, creating conditions for the production and implementation of innovations. In conditions of global competition, the possibilities of single companies are limited. Therefore, they are trying to come forward with the state, science and other companies on a united front. The article argues the importance of scientific and educational organizations in the formation and operation of clusters. For this, the following tasks were performed: analysis of the concept of an innovation cluster; characteristic of scientific-innovative, educational and production units within the cluster. Particular attention is paid to the role of the scientific and educational organizations in the cluster, as well as to the mechanism of interaction between science, education and business. At the end of the article measures for the development of cluster initiatives in the country are proposed.
