Item Abordarea socio-economică a activităţii autorităţilor publice prin prisma managementului cunoaşterii(IEFS, 2011) Sturza, AlexeiThe socio-economic approach to the activity of public authorities (PAs) from the knowledge (-based) management (KM or KBM) perspective is a further development of the New Public Management (NPM) paradigm that dominated in the 1980s and 1990s and of the electronic (e-) government concept typical for the 2000s. In the 2010s the paradigms of New Public Governance (NPG), transformational (also digital-era, joined-up, network(ed)) governance, learning organization (LO), organizational learning (OL), lifelong learning (LLL), and intelligent or knowledge (-based) governance are expected to come into play. KM is a multidisciplinary field of study, because its object is the organization-people-knowledge triad. Knowledge (k-) governance is KM in public administration (PA) and has certain objectives, key functions, benefits, and preconditions for implementation. PA must and can play a unique and a major role in the intellectualization of the society and economy, i.e. in building, exploring, and developing collective (societal) intelligence.Item Autoevaluarea potenţialului intelectual al autorităţilor publice din Republica Moldova(INCE, 2014) Sturza, AlexeiÎn condiţiile economiei şi societăţii globale bazate pe cunoaştere şi inovare, potenţialul intelectual al oricărei organizaţii este un factor cheie de succes. Evaluarea acestuia reprezintă o problemă complexă şi poate fi efectuată inclusiv şi prin autoevaluare. Autoevaluarea potenţialului intelectual al autorităţilor publice din Republica Moldova, efectuata în cadrul unui sondaj de opinie în baza unui chestionar din 32 de întrebări, pe un eşantion de 100 de angajaţi publici (metoda sociologică de cercetare), realizat de autor în anii 2013-2014, a relevat faptul că, în prezent, acesta este unul mediu, deşi are anumite perspective de creştere lentă, dar are o importanţă majora pentru eficientizarea activităţii acestora.Item Managementul cunoaşterii: de la ignoranţa spre adevar sau extinderea modelului DIKW(Complexul Editorial, IEFS, 2013) Sturza, AlexeiManagementul cunoaşterii poate fi abordat în sens îngust şi larg. Pentru eficientizarea acestuia este importanţa inţelegerea naturii cunostinţelor, inclusiv şi prin clasificarea lor. Se disting 6 forme ale cunoştinţelor: ignoranţa, date, informaţii, cunoştinte, înţelepciune şi adevar (o varianta extinsa şi originală a modelului DIKW).Item Rolul guvernării inteligente în asigurarea dezvoltării durabile a Republicii Moldova(IEFS, 2012) Sturza, AlexeiIn the 21st century there are different, even contradictory, economic and managerial theories, practices, and trends. But two of them are considered one of the most influential and perspective – sustainable development (SD) and knowledge (or smart) governance (k-G). The former appeared in 1980s and the latter in 2000s. They are seldom collated, but we consider that it can generate a synergic effect: kGaccelerates SD and vice versa. SD, including green economics (green meetings, office, procurement, energetically efficient technologies, waste management, etc.) and social eco-bio-economy, provide for a complex harmonization of the 3 basic human development components – economic, social, and environmental. K-G focuses on establishing policies, regulations, institutions, processes, structures, and capacities for knowledge, innovation and technology (KIT) acquisition and for using the acquired KIT to improve the quality of people’s life and work, including of government’s own operations and system. SD and k-G are very useful for all countries, including the Republic of Moldova and may become new and major directions of its development.Two relevant strategies (Moldova 2020 and e-Transformation (e-T)) have been recently adopted by the Government. The former isn’t perfect (including isn’t ecologically oriented) and must be improved; the latter is more successful and is being actively implemented now.
