Item 2015 summing-up of banking financial sector of the Republic of Moldova(INCE, 2016) Perciun, Rodica; Popa, Viorica; Balan, MarianaEconomic and political uncertainty in recent years has adversely affected the activity of Moldovan banks unfavoring the dynamics of the national economy. The 2015 year can be considered a "rigid" year for the Republic of Moldova, built by the liquidation of three financial institutions at the NBM decision (CB "Unibank" SA, CB "Banca Sociala " SA and BC "Banca de Economii" SA), and the tightening of the monetary policy. That has led to mistrust of the population in this sector, creating problems with bank loans and deteriorating of bank asset. However, commercial banks during 2015 remained sufficiently liquid and capitalized (exceptionis CB "Unibank" SA, CB "Banca Sociala" SA and BC "Banca de Economii" SA). This article aims to research the financial and banking sector from the Republic of Moldova in 2015 in terms of uncertainty. Therefore, the novelty of the article lies in the analysis of the banking sector from the Republic of Moldova under the main financial prudential indicators. The main research methods were: systemic analysis, synthesis, monographic, logic, etc. The main scientific results obtained in the article, as a conclusion of the research are the identification, analysis of the main activity of the banking sector and the proposed set of recommendations on strengthening the financial stability framework in the Republic of Moldova.Item Abordările de stress-test în sistemul bancar moldovenesc(INCE, 2014) Perciun, Rodica; Colesnicov, Alexandru; Colesnicova, TatianaThe approaches to the stress-test in the Moldovan banking sector are analyzed in the article. Financial resources are used to meet the enterprise's overall needs in order to achieve its strategic objectives. Micro-enterprises are in a continuous search for funding resources to acquire fixed and current assets that result in an increase in equity. Of course, alternatives for purchasing and financing enterprises depend on the stage of development in which they are positioned and their interests at a certain stage of their development. Financial resources influence the capital of the enterprise differently, depending on their sources of origin, size and structure. On the one hand, the stability of the banking sector has a key role in ensuring an efficient allocation of financial resources and economic growth, and on the other hand, the evolution of the macroeconomic environment imprints on the state and stability of banking sector. By assessing systems, processes, high-risk activities in the presence of errors, fraud, irregularities or significant non-conformities. The reality shows that, depending on the determinants, synthesized in pressures, opportunities and attitudes, there are significant differences in the risk of fraud. Differences can be identified at different levels of the internal control system, areas of activity and in different times, between financial years. The risk of fraud and corruption must be managed by the entity's management but also regularly evaluated by the internal auditor in conducting audit engagements. The establishment, assessment of the control environment and the management of major risks with a high degree of fraud implies a concise mechanism of effective activities in the prevention of fraud and corruption at entity and process level. Inovarea tehnologica in ultimele cercetari din domeniul este considerata o soluției pentru țarile agro-industriale, iar tehnologiile agricole, bazate pe produse IT, automatizare și robotizare, folosite la scara larga catalizeaza creșterea productivitații și a profitabilitații activitaților agricole. In aceasta cercetare ne-am propus analiza avantajelor utilizarii instrumentelor digitale in managementul intreprinderilor agricole prin testarea platformei digitale „BioFuraje” prin implementarea ei in managementul producției entitaților agricole autohtone. The article provides a comprehensive insight into how the circular economy is being put into practice and underlines the importance of involving all actors in this sustainable transformation. By looking at the roles and collaborations between governments, companies, non-governmental organizations and citizens, this article provides a detailed insight into how the circular economy comes to life in practice. It emphasizes the contribution of key actors such as governments, who can enact policies and laws favorable to the circular economy, and companies, who can develop innovative products and processes. The article also highlights the active involvement of non-governmental organizations in educating and raising public awareness of the benefits of the circular economy and how citizens can contribute through responsible consumption practices. Through case studies and concrete examples, the article illustrates how these key players are working together to create a more sustainable supply chain and economic environment. In conclusion, it is emphasized that the collaboration between these actors is essential for achieving a successful transition to the circular economy and for building a greener and more sustainable future. Aceasta este prezenta peste tot: in viața cotidiana, in organizațtii, in business, viața sociala. "Totul comunică" - acesta este mottoul, care reflecta cel mai bine impactul pe care il are fenomenul comunicarii asupra existenței umane. Orice ființa umana are aceasta nevoie instinctiva de a comunica. Tocmai de aceea, inca din cele mai stravechi timpuri, oamenii și-au creat diverse limbaje vorbite sau scrise, pentru a putea comunica unii cu alțtii. In afaceri, mai mult ca oricand, comunicarea este importanta pentru atingerea scopurilor și rezultatelor contante. Un om de afaceri sau manager poate avea formulate cele mai bune planuri de afaceri, sa aiba cei mai pregatiți angajati, resursele necesare, dar, daca nu va reuși sa-și exprime eficient intențiile și strategiile, nu se va bucura de succes.Item Consideraţii privind conceptul de securitate economică a statului(INCE, 2015) Perciun, RodicaAcest articol reflectă anumite viziuni ale autorului asupra noţiunii de securitate a statului. Acest lucru necesita conceptualizarea și dezvoltarea in continuare a metodologiei durabilitații in economie. Abordarile teoretice ar trebui sa se poata adapta la specificul țarii noastre, luand in considerare influența factorilor naturali, economici și instituționali. Necesitatea științifica de a analiza teoria general acceptata a consumului durabil prin prisma dezvoltarii sustenabile este determinat și de faptul ca cunoașterea metodologica fundamentala a existentului model acceptat, va permite evaluarea potențialului și stabilirea condițiilor de limitare a organizarii sociale asupra resurselor de mediu. Obiectivul studiului consta in analiza aplicabilitații interpretarilor moderne ale dezvoltarii sustenabile și consumului durabil la condițiile economiei naționale. Ipoteza este formulata pornind de la rezultatele prezentate in secțiunea de analiza a literaturii de specialitate și consta in faptul ca unul din pilonii de baza a dezvoltarii sustenabile este consumul durabil. Demersul de cercetare este de tip teoretizat, intrucat se pliaza pe aspectul evoluției noțiunii de sustenabilitate (dezvoltare durabila), precum și pe punctele de plecare care au facilitat plasarea accentelor pe consumul durabil. De asemenea, pe parcursul cercetarii au fost aplicate: interpretarea rezultatelor descrise in literatura de specialitate, teoria resurselor epuizate, analiza sistemelor, analiza comparativa. Rezultatele obținute vor indica daca dezvoltarea durabila pentru societatea contemporana impune o gandire critica a proceselor economico-sociale și de mediu și faciliteaza proiectarea unui model innovator de dezvoltare durabila a societații bazata pe consum sustenabil. Cercetarea a fost efectuata in cadrul Programului de stat 20.80009.0807.22 Dezvoltarea mecanismului de formare a economiei circulare in Republica Moldova.Item Cross-cooperation sectors between the Republic Macedonia and the Republic of Moldova: comparative analysis(2018) Trendov, Nikola; Stratan, Alexandru; Stratan, Dumitru; Perciun, Rodica; Tirigan, SergiuThis research aims to asses the rural development perspectives and strategic sectors in Republic Macedonia and Republic of Moldova that can be considered cooperation sectors between the countries. Also, the research will serve as a handbook map for new created and existing LAGs or associative groups aiming to cooperate with other regional partners. A Local Action Group is a non profit-making structure formed of public and private organizations, especially from rural villages, from different socio-economic sectors. Through the European Agricultural Fund for Rural Development (EAFRD), LAGs can apply for financial assistance in the form of grants to implement the Local Development Strategy of their respective territory. Agriculture is important segment of Macedonian economy, as it impacts the economy significantly, by contributing with around 11.4% in total Gross Value Added (GVA). In addition to this, the agricultural sector is important for reducing unemployment rates and it provides employment for about 17.9% of the population. In the Republic of Moldova, agriculture continue to remain an important sector of economy. Even if declining, it is accounting for 12,2% of GDP in the year 2017. Food Industry accounts for more than 30% of the manufacturing, and it is contributing to other sectors such as transport, trade, financial and insurance activity. Main characteristic of the Macedonian and Moldavian agriculture is its dual structure. This means that small farms are most common and dominating the sector. Almost of the holding operate on land less than one hectare. However, these is high level of land fragmentation. In both countries, agricultural policy development is constructed as an adjustment towards the Common Agricultural Policy of the European Union. The process of EU integration resulted with positive changes in terms of better institutional capacities and legislation. Main goals of the national agricultural policies are the CAP objective and at the time this is the national agricultural strategies. In order to achieve these objectives, there has been introduced increased budget, along with systemic establishment of policy through set of laws, strategies, programs and long-term plans.Item Dezvoltarea teoriilor cursului de schimb şi evoluţia principiilor de modelare ale acestuia(IEFS, 2011) Iacub, Nadejda; Perciun, RodicaÎn opinia autorului, în baza regimului cursului de schimb, a impactului statului asupra acestuia, prin utilizarea ca un instrument al politicii sale, al modului de stabilire a echilibrului macroeconomic putem profila cinci principale concepţii normative în procesul de evoluţie a teoriilor cursului de schimb: clasică, nominalistă, neoclasică, keynesiană şi teoria zonelor valutare optime. Apariţia şi dezvoltarea acestor concepţii au avut loc în paralel cu dezvoltarea sistemului financiar şi monetar internaţional (SFMI).Item Economia circulară și recuperarea deșeurilor din plastic prin reciclare în Moldova(INCE, 2023) Perciun, RodicaIn the Republic of Moldova, the situation in the field of waste management is similar to countries with an emerging economy because the generation of waste is influenced by numerous factors, such as: the types of economic activity, the difficult macro-financial situation, low incomes, consumer behavior, the degree of responsibility, the level of awareness of the problem of all actors involved in this process. Currently, we can see that the Republic of Moldova is increasingly affected by pollution, including due to plastic waste. The study carried out outlined a synthesis picture on the use of plastic products and plastic packaging, as well as the perception of subjects vis-à-vis the current legislation in the field of waste and plastic products, and created the reflection of society on public policy challenges on plastic waste, which will be addressed in the near future in national circular economy legislation. The purpose of this study was to empirically investigate the level of use of plastic products and the generation of plastic waste, as well as to determine the perception and behavior of the end consumer regarding the circular economy. To achieve the proposed objectives, general scientific methods were applied: analysis, synthesis, history and logic, critical analysis of materials, clustering, but also analysis methods, such as survey, interview, statistical processing of empirical data and official data, graph method, indicators, comparison, grouping, etc. This paper was supported by the State Program 20.80009.0807.22 Development of the mechanism for the formation of the circular economy in the Republic of Moldova.
