A systematic approach is needed to identify and effectively use of the institutions and actors involved in reforms. Public sector reform should be achieved in the managerial systems, organizational structures and at legislative levels, which is accompanied by structural reforms. Market mechanisms allow to public sector to approach to public needs and to create a modern administration based on efficiency, effectiveness and openness to change.
