    Introducerea regimului offshore în Republica Moldova: aspecte fiscale

    Offshore or tax heaven are very multilateral concepts, so the attitude towards them in not equivocal. The use of areas with a lighter tax regime is one of the most important tools in international tax planning. However, the country’s international prestige has suffered from the presence on its territory of such areas. In the context of tax reform initiated in 2007 and the recent raider attacks, there are many discusses around the possibility of transformation of the Republic of Moldova in a offshore zone. In this context, it is necessary to examine the opportunity of the offshore regime in Moldova.

    The modernization of tax administration processes is a challenge for tax administration management. In the context of proximity to European Union, the main aims is targeting the most efficient tax administration practices used in EU member countries and harmonization of national processes with them. In this context, the Irish Republic is presented as an example of using informational technologies to make records about taxpayer and to manage taxpayers’ tax debt.

    Reformarea administerării fiscale în Republica Moldova prin prisma remodelarii proceselor de lucru utilizate

    Tax administration in the Republic of Moldova was designed in the beginning of 90th based on principles and values which was proper on that particular moment. In time, all economies were changed by external and internal factors and tax administration system was changed by passing three phases of reforming. In the context of European Union proximity and based on the necessity of taxpayers and tax administration, it is necessary to reengineer tax administration system for obtain major benefits and to avoid effects of external and internal shocks.
