In the context of Moldova's European aspirations, the modernization of the agri-food sector must comply with European patterns and trends that will allow the agri-food industry to adapt to the requirements of international markets, especially in terms of safety and quality of food. The trade policy pursued by the Republic of Moldova at the current stage is focused on geographical diversification of the agri-food exports, primarily to reduce the risks caused by widespread non-tariff measures to protect domestic markets. The main drivers of the integration processes are private business operators and traders. However, the efficiency of the newly emerged food value chains is still low. This investigation was done in the framework of the FP7 project “AGRICISTRADE” using the official statistical data, qualitative and quantitative studies and other relevant publications. Food processing companies and large scale collective and state farmshave been privatized, markets were liberalized, and economies have been integrated intothe global food systems. As a result of liberalization and privatization processes, the state-controlled vertical integration in the agri-food industry had collapse.Latter on, private vertical coordination systems have emerged and started to grow rapidlyas a response to consumer demand for food quality and safety on the one hand and thefarms’ production constraints caused by factor market imperfection on the other. The maindrivers of the integration processes are private business operators and traders. However,the efficiency of the newly emerged food value chains is still low. This investigation wasbased on analysis of the official statistical data, qualitative and quantitative studies andother relevant publications. A significant part of analysis was done in the framework of theFP7 project “AGRICISTRADE”. In order to accomplish this general scope, the methodological approaches were adjusted to the available scarce data and existing research resources. Three important outputs are foreseen as a result of the investigation: description of the current situation of the components of agri-food value chains and interaction among them; the rapid analysis of the main dimensions of the chain; identification of constraints and development opportunities. Performance of the agro-food value chains in the Republic of Moldova is affected by high energy costs, unstable sources of inputs supply, restricted access to end-markets. It is also necessary to improve the investment climate in order to modernize the agri-food chains.Item Food security policies in the Republic of Moldova(Tehnopress, 2010) Moroz, Victor; Ignat, AnatolieItem Impact of economies of scale in the horticultural sector of the Republic of Moldova.(2013) Stratan, Alexandru; Moroz, Victor; Ignat, AnatolieThe major objective of the article is to provide an overview of the Moldovan High Value Agriculture (HVA) sector that can be useful to investors, producers, traders, donors and government officials alike, enabling concrete actions to be taken toward significantly increasing HVA exports. The article examines how the farm restructuring and land reform processes in Moldova have affected productivity and incomes in horticulture. To capture a comprehensive picture of the impacts of farm restructuring this study integrates analysis into the different quantitative and qualitative surveys during last ten years. The quantitative surveys cover the present situation mostly through questions that can be answered simply through multiple choices of yes/no responses or in a numerical form. The article integrates also the major findings from the Agricultural Census 2011. The qualitative surveys complement the quantitative research by focusing on the process of change involved in restructuring, the reasons for these changes and peoples’ attitudes toward the changes. The major conclusion of this paper is that the HVA sector, which used to make a significant contribution to Moldova’s economy has undergone a profound collapse which resulted from major structural changes, including the fragmentation of land, depopulation of rural areas ,collapse of most irrigation schemes, and the rapid change in the demand of its traditional destination markets. Faced with this situation it would be unrealistic to expect a rapid recovery of the sector, even though a number of existing private sector initiative demonstrate the potential for profitable investment in a wide range of fresh and partly processed products.Item Local food systems development in the Republic of Moldova: challenges and opportunities(University of Agronomic Sciences and Veterinary Medicine of Bucharest, 2013) Moroz, Victor; Ignat, AnatolieThe main challenge of the food sector in the Republic of Moldova is to identify specific needs and opportunities for agriculture and rural development throughout food supply chains, and focusing investment in areas where the most impact will be made. The identification and allocation of resources requires analysis of main dimensions of food supply chains, in order to establish links and determine local factors. In small transition economies the diagnosis of the food supply chains, is typically based on limited data and incomplete information. In order to investigate the actual state of food supply chains were used specific methods and techniques: statistical and economic analysis of macro-economic indicators, semi-structured interviews of key stakeholders, analysis of the impact of public policies on the agro-food sector. In the article is analyzed the process of food systems formation and integration at the local and global level. Although it is a small part of the overall agricultural sector, various local food systems are under development in the Republic of Moldova. These systems bring consumers in close contact with farmers and mobilize them to support local farms and sustainable farming practices. While local food systems continue to face many barriers, many of them show considerable potential for growth.Item Managementul riscurilor agricole în Republica Moldova(IEFS, 2011) Moroz, Victor; Ignat, AnatolieThe paper is aimed to present the state of the agriculture risk management in the Republic of Moldova during the last decade. It is based on the statistical data provided by Ministry of Agriculture and Food Industry, National Bureau of Statistics and Agency for Payments and Interventions. Ex-ante approaches for agricultural development sustainability were developed and coordinated with experts’ opinions during the public discussions held at the Institute of Economy, Finance and Statistics and in other relevant institutions. Three levels of agricultural risks were analyzed, namely: a) normal risks which are assumed by farmers, b) risks that can be transferred to other institution through market tools, and c) catastrophic risk that should be alleviated trough government assistance. As a conclusion one can state that the responsibility to manage risks is mostly in farmers’ hands. The Government assistance for catastrophic risk is rather limited, while risk transfer mechanisms are insufficient.Item Modernization of the agri-food sector of the Republic of Moldova in the context of international trade development(Research Institute for Agricultural Economy and Rural Development, 2014) Stratan, Alexandru; Moroz, Victor; Ignat, AnatolieThe purpose of this paper is to identify opportunities for modernization of the agri-food sector of the Republic of Moldova in the context of the recent developments in the international and regional trade. Participation of the Republic of Moldova in various foreign trade agreements was analyzed. The assessment of the agri-food export was performed in order to show the impact of the trade barriers introduced by Russian authorities over the most important groups of agri-food products. The impact of the recent trade barriers over the economic stability and country’s food security was analyzed. In order to achieve this, there were used the following research methods such as: analysis of the economic indicators, methods of comparative analysis, assessment of the public policies’ impact on the rural development. The agricultural sector in the Republic of Moldova is based on extensive farming and is insufficiently adapted to market economy conditions. There is a growing understanding in the country that the rural economy is not confined to the agricultural sector, but embraces the broad spectrum of needs of all rural people including living standards, economic activities and natural resources. The situation is associated with the major risks related to the structural changes that may affect the countryside and the economy as a whole such as: a) migration and uncontrolled urbanization, b) lack of professional qualifications and adaptability of the population in the rural areas, c) inadequate use of the natural resources. Rural economy, employment issues, natural resource management and also goals and circumstances of the agricultural production have changed considerably. At the same time, academia and civil society are aware that the new paradigm of modernization must begin both with the agricultural technologies and the people. Its novelty is that in the combination of financial, economic and technological policies for agriculture, new components to be introduced, like policies aimed at improving human capital in agriculture and environmental protection. The main purpose of this paper is to highlight economic advantages and disadvantages of large and small scale farms, and also to focus on the multidimensional role of the small scale farming for rural areas. The methodology used in the article is based on analysis of statistical data, as well as on results of relevant qualitative and quantitative surveys. The main expected results of this paper lay in the proposals of ways in which agriculture can make a contribution to the vibrancy of rural communities from the Republic of Moldova.Item Support policies for agri-food export promotion in the Republic of Moldova.(Research Institute for Agricultural Economy and Rural Development, 2015) Stratan, Alexandru; Ignat, Anatolie; Moroz, VictorAgri-food trade has expanded over the recent decade in the Republic of Moldova. Trade policies promoted by the Republic of Moldova are mostly oriented towards product diversification, knowledge transfer and promotion of new competitive goods with high added value for domestic and foreign markets. The trade balance remains dynamic with significant fluctuations in product categories over time and countries of destination, due to climatic and trade shocks. In this context, the aim of the paper is to provide an analysis of agri-food sector and external trade, assess the impact of external factors over the national economy and opportunities for the better export targeting, and identify possible solutions to increase resilience to agro-food foreign trade shocks. For such tasks were used the statistical methods of analysis and informal interviews with main stakeholders. In this paper we (a) demonstrate the importance of the agrifoodindustry in the Republic of Moldova and the most recent changes inside of this sector, (b) analyze the main impediments in the development of the agrifood value chains and (c) provide proposals to foster agrifood industry development.Item Transformările structurale din spațiul rural în Republica Moldova(INCE, 2013) Moroz, Victor; Lucasenco, EugeniaLucrarea scoate în evidenţă legăturile dintre transformările rurale şi mijloacele de existentă durabile, evidenţiind, în particular, impactul transformărilor structurale în economia naţională. Pentru a atinge acest scop, au fost utilizate un şir de metode de cercetare, cum ar fi: analiza indicatorilor economici, metode de analiza comparativa, evaluarea impactului politicilor publice asupra dezvoltării rurale. Sectorul agroalimentar din Republica Moldova se bazează pe agricultura extensiva şi nu este adaptat suficient la condiţiile economiei de piaţa. Se observă o conştientizare continuă în ţară precum că economia rurala nu se refera doar la sectorul agrar, dar cuprinde un spectru intreg al necesitatilor populatiei inclusive standardele de viata, activitatile economice si resursele naturale. Lucrarea contine concluzii si propuneri cu privire la diversificarea agriculturii si activitatilor non-agrare în zonele rurale.
