In the context of Moldova's European aspirations, the modernization of the agri-food sector must comply with European patterns and trends that will allow the agri-food industry to adapt to the requirements of international markets, especially in terms of safety and quality of food. The trade policy pursued by the Republic of Moldova at the current stage is focused on geographical diversification of the agri-food exports, primarily to reduce the risks caused by widespread non-tariff measures to protect domestic markets. The main drivers of the integration processes are private business operators and traders. However, the efficiency of the newly emerged food value chains is still low. This investigation was done in the framework of the FP7 project “AGRICISTRADE” using the official statistical data, qualitative and quantitative studies and other relevant publications. Food processing companies and large scale collective and state farmshave been privatized, markets were liberalized, and economies have been integrated intothe global food systems. As a result of liberalization and privatization processes, the state-controlled vertical integration in the agri-food industry had collapse.Latter on, private vertical coordination systems have emerged and started to grow rapidlyas a response to consumer demand for food quality and safety on the one hand and thefarms’ production constraints caused by factor market imperfection on the other. Procesele negative din sectorul zootehnic, fiind influenţate şi de nivelul redus al subsidiilor au cauzat probleme semnificative în asigurarea populaţiei cu produse de origine animalieră.Item The EU Common agricultural policy after 2020(Complexul Editorial al INCE, 2018) Ignat, Anatolie; Blagoeva, SnejanaThe EU Common Agricultural Policy (CAP) has a long story of implementation, starting as one of the first common policy of the European Communities still in 1962 and continuing to be among the most important Union policy. In its dynamic history, CAP passed through several reforms made with the aim to better meet the current needs and developments of the agricultural sector in the EU. Starting with the sole purpose to provide enough food for the European population, in less than 2 decades CAP had to meeting the challenge of overproduction, then answer the public need for higher quality and safety food. When the society awareness of the importance of protection of environment and climate change mitigation increased, agricultural policy was enriched with additional objectives which can contribute to the newly identified public priorities. With 2020 approaching and the negotiations for the next Multiannual Financial Framework of the EU started, time comes for discussion of the agricultural policy to be implemented after 2020. The European Commission (EC) presented its vision as well as concrete legal proposals. No fundamental changes in the policy instruments are introduced. The novelties are related mainly with the implementation and what the EC called a move from rules and compliance to results and performance. MS have to identify their specific needs and in a comprehensive CAP Strategic plan demonstrate how, by using the whole CAP instrumentaruim, can meet their needs and at the same time fulfilling the common policy objectives, set by the EU law.Item Evaluation of agricultural support in the Republic of Moldova(2016) Shik, Olga; Stratan, Alexandru; Ignat, Anatolie; Lucasenco, EugeniaThis paper presents the outcome of the study conducted by the Food and Agriculture Organization of the United Nations in collaboration with the National Institute for Economic Research in the Republic of Moldova. The paper assesses the level and structure of government support to agriculture in Moldova by using a combination of formal quantitative, informal quantitative and qualitative analysis. Application of the PSE methodology by OECD provides a standardized quantitative method of measurement of support to agricultural sector. The methodology is based on comparing output producers’ prices (farm gate prices) with prices expected without policy interventions, e.g. market equilibrium or reference prices. Reference price must be selected in a way that best represents the opportunity costs of producing the commodity domestically. The effect of the public policy is measured by the difference between market and reference prices. If the difference between market and reference output prices is positive, policy causes benefits to producers, and if negative – policy leads to implicit taxation of the farmers. The paper suggests strategies and policy actions in order to increase efficiency of public support to agriculture with the focus on export growth.Item Evolution of the Dairy Sector of the Republic of Moldova: Latest Trends and Developments(University of Agricultural Sciences and Veterinary Medicine, Bucharest, 2019) Ignat, Anatolie; Lucasenco, EugeniaThe paper aims to analyze the evolution of the dairy sector of the Republic of Moldova, by presenting the latest trends in the sector and a wide analysis of the sector since 1990. Research has been carried out based on statistical data provided by the National Bureau of Statistics of the Republic of Moldova and data accessed from UN Comtrade database. The main analyzed indicators refer to number of dairy cows, milk production, imports and exports of dairy products. Therefore, the number of milking cows has diminished by about 3.6 times between 1990 and 2017, milk production declined by 3.4 times from 1,503 to 443 thousand tons in the same period, while the productivity, after a period of decline in 1990-1995, has stabilized between 1996 and 2004 and has started to rise since 2005. At the same time, the balance of foreign trade in dairy products is deeply negative for all categories of dairy products. Conclusions of the paper present a difficult situation in the dairy sector, with potential prospects of recovery as a result of paying a special attention to this sector by the governmental institutions.Item Exportul şi importul produselor lactate în ţările Uniunii Europene(IEFS, 2012) Ignat, AnatolieComerţul extern cu produse lactate între RepublicaMoldova şi UE 27 are o istorie recentă şi relativ scurtă. The article examines how the farm restructuring and land reform processes in Moldova have affected productivity and incomes in horticulture. To capture a comprehensive picture of the impacts of farm restructuring this study integrates analysis into the different quantitative and qualitative surveys during last ten years. The quantitative surveys cover the present situation mostly through questions that can be answered simply through multiple choices of yes/no responses or in a numerical form. The article integrates also the major findings from the Agricultural Census 2011. The qualitative surveys complement the quantitative research by focusing on the process of change involved in restructuring, the reasons for these changes and peoples’ attitudes toward the changes. The major conclusion of this paper is that the HVA sector, which used to make a significant contribution to Moldova’s economy has undergone a profound collapse which resulted from major structural changes, including the fragmentation of land, depopulation of rural areas ,collapse of most irrigation schemes, and the rapid change in the demand of its traditional destination markets. Faced with this situation it would be unrealistic to expect a rapid recovery of the sector, even though a number of existing private sector initiative demonstrate the potential for profitable investment in a wide range of fresh and partly processed products.Item Local food systems development in the Republic of Moldova: challenges and opportunities(University of Agronomic Sciences and Veterinary Medicine of Bucharest, 2013) Moroz, Victor; Ignat, AnatolieThe main challenge of the food sector in the Republic of Moldova is to identify specific needs and opportunities for agriculture and rural development throughout food supply chains, and focusing investment in areas where the most impact will be made. The identification and allocation of resources requires analysis of main dimensions of food supply chains, in order to establish links and determine local factors. In small transition economies the diagnosis of the food supply chains, is typically based on limited data and incomplete information. In order to investigate the actual state of food supply chains were used specific methods and techniques: statistical and economic analysis of macro-economic indicators, semi-structured interviews of key stakeholders, analysis of the impact of public policies on the agro-food sector. In the article is analyzed the process of food systems formation and integration at the local and global level. Although it is a small part of the overall agricultural sector, various local food systems are under development in the Republic of Moldova. These systems bring consumers in close contact with farmers and mobilize them to support local farms and sustainable farming practices. While local food systems continue to face many barriers, many of them show considerable potential for growth.Item Managementul riscurilor agricole în Republica Moldova(IEFS, 2011) Moroz, Victor; Ignat, AnatolieThe paper is aimed to present the state of the agriculture risk management in the Republic of Moldova during the last decade. It is based on the statistical data provided by Ministry of Agriculture and Food Industry, National Bureau of Statistics and Agency for Payments and Interventions. Ex-ante approaches for agricultural development sustainability were developed and coordinated with experts’ opinions during the public discussions held at the Institute of Economy, Finance and Statistics and in other relevant institutions. Three levels of agricultural risks were analyzed, namely: a) normal risks which are assumed by farmers, b) risks that can be transferred to other institution through market tools, and c) catastrophic risk that should be alleviated trough government assistance. As a conclusion one can state that the responsibility to manage risks is mostly in farmers’ hands. The Government assistance for catastrophic risk is rather limited, while risk transfer mechanisms are insufficient.Item Modernization of the agri-food sector of the Republic of Moldova in the context of international trade development(Research Institute for Agricultural Economy and Rural Development, 2014) Stratan, Alexandru; Moroz, Victor; Ignat, AnatolieThe purpose of this paper is to identify opportunities for modernization of the agri-food sector of the Republic of Moldova in the context of the recent developments in the international and regional trade. Participation of the Republic of Moldova in various foreign trade agreements was analyzed. The assessment of the agri-food export was performed in order to show the impact of the trade barriers introduced by Russian authorities over the most important groups of agri-food products. The impact of the recent trade barriers over the economic stability and country’s food security was analyzed. The status of the agricultural sector has changed dramatically during the post independence period due to a wide range of factors of which the most important are disruptions of production and distribution networks. Agriculture is the sector most exposed and vulnerable to natural hazards and climate change that influence primarily on large fluctuations of the agricultural production. The aim of the article is to analyze the recent evolutions in the development of the agricultural sector of the Republic of Moldova and formulate necessary recommendations in order to overcome existing problems of this sector. The most important part of the agricultural production is still produced by households and agricultural enterprises. Subsidies’ developments along with volume of investments are the most important indicators characterizing the state policy in the field of agriculture. During the period 2006-2015 the volume of investments and subsidies in agriculture evolved non-uniformly, with pronounced annual growths and decreases. The subsidy measures should avoid large annual fluctuations and be more focused both on agricultural products with high export potential and on those that are not covered completely by local production.Item Rolul instituţiilor în dezvoltarea sectorului de producţie a laptelui(IEFS, 2013) Ignat, AnatolieDuring the transition period the dairy sector has undergone profound institutional changes. Currently the dairysector is dominated by small-scale producers. Developing local structures of cooperation, based on community interests, can result in much higher performance for small producers of milk than in the case when such structures are imposed by outside authorities.
